Develops, implements, coordinates, and monitors water conservation related programs, projects, and activities in the Water Resources Division, including conducting water usage inspections and investigations, compiling water usage data, representing the City regarding conservation issues, and working with customers and staff to reduce the City's water demand.
Essential Functions Include But Are Not Limited To - Plans, develops, implements, and assesses residential, commercial, and institutional water conservation programs, projects, and activities; coordinates efforts with staff, outside agencies, and other parties; assesses outcomes; and provides recommendations
- Performs a variety of customer service functions related to water use efficiency; responds to and provides timely information and materials to customers in writing, on the phone, or in-person regarding water usage and conservation; and provides information regarding incentive and rebate programs available
- Gathers, enters, maintains, reviews, and analyzes water usage data; conducts water surveys and related studies; develops water conservation incentives; and prepares reports, correspondence, and related documents
- Educates customers regarding water usage, the City’s water use rate structure, and water conservation; develops water usage and conservation content; prepares and disseminates informational brochures and other materials for outreach efforts; and attends, participates in, and makes presentations to community workshops and other events
- Monitors monthly usage data and notifies customers of excess usage
- Solicits, schedules, and conducts on-site surveys, investigations, and inspections for high water use residential, commercial, industrial, and landscape customers; provides assistance in detecting water leaks, performs isolation and shutdown tests, operates distribution system valves, and evaluates irrigation and domestic water use; and makes recommendations on efficient water use techniques, methods, and practices.
- Researches and assists with potential water conservation grants
- Assists in monitoring water conservation program participation and metrics; assists in managing program schedules, budgets, and consultant resources; and helps coordinate related contracts, agreements, and purchase orders
- Confers with representatives of the landscape profession, other water agencies, industry associations, and manufacturers and vendors of water devices to remain current on new developments in the field of water use efficiency
- Represent the City at professional and industry group meetings
- Complies with safety work practices and attends relevant safety training
- May provide lead direction to part-time water conservation staff
- Performs other duties as assigned
Minimum Qualifications Two (2) years of experience in water conservation programs, water resources operations, or a related field of work involving public contact, preferably for a municipal or water agency. Associate’s degree from an accredited college or university with major coursework in environmental studies, water resources, business administration, public administration, marketing, or a related field. Minimum qualifications may be met via an equivalent combination of experience and education sufficient to perform the essential job functions. Experience and education must provide the knowledge, skills, and abilities listed below. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: Principles and practices of water use efficiency and water conservation; pertinent federal, state, and local public sector laws, codes, and regulations; methods of public information, education, outreach, and marketing; program development and administration; municipal water system and water service components; water efficient landscaping techniques; fundamentals of plumbing fixtures, irrigation systems, water meters, and other water conservation equipment; principles and practices of effective lead supervision; public information principles and techniques; research methods and techniques, statistical analysis, and applicable quantitative methods; principles of mathematics; principles and practices of data collection, business letter writing, and report preparation; proper English usage, grammar, and punctuation; principles of communication and public speaking; word processing methods, techniques, and programs; effective customer service techniques; record management practices and procedures; basic safety practices and procedures; safe driving principles and practices; customer service practices and telephone etiquette; modern office procedures, methods, and equipment, including computers and office software applications. Skill in: The use of personal computers and business software applications, including Microsoft Word, Outlook, and Excel; the operation of modern office equipment; and interacting with others in a professional manner.
Ability to: Perform a variety of complex water conservation assignments; understand, interpret, and apply Citywide and departmental codes, policies, and procedures, and applicable federal, state, and local policies, laws, and regulations; recommend, implement, and evaluate programs; track water usage and consumption; lead other employees; develop and disseminate information and materials; collect and compile data; conduct complex research projects and make sound recommendations; assist with grants; perform complex arithmetic and basic statistical calculations accurately; prepare clear and concise comprehensive technical staff reports, correspondence, and other written materials; make oral presentations; communicate tactfully, clearly, and concisely, both orally and in writing; make sound decisions within established policy and procedural guidelines; follow written and oral directions appropriately; perform work effectively without close supervision; plan, organize, and prioritize a variety of work, projects, and multiple tasks in an effective and timely manner to meet deadlines; maintain appropriate, accurate, and effective recordkeeping; operate office equipment, including computer equipment and office software applications; and establish and maintain effective working relationships with other City employees, consultants, other government and non-government representatives, the public, and those contacted in the scope of work. - Possession and retention of a valid California Class “C” Driver’s License is a condition of continued employment in this job classification.
- Must be willing and able to work evenings, nights, weekends, and holidays, as needed.
- Possession and retention of the Water Use Efficiency Practitioner Grade 1 certification with the American Water Works Association (AWWA) is required by the end of the probationary period and is a condition of continued employment in this job classification.
- Possession and retention of a valid California State Water Resources Control Board (SWRCB) Water Distribution Operator Certificate - Grade D1 is required by the end of the probationary period and is a condition of continued employment in this job classification.
HIGHLY DESIRABLE
- Bachelor’s degree from an accredited college or university with major coursework in environmental studies, water resources, business administration, public administration, marketing, or a related field is highly desirable.
- Bilingual ability in English and Spanish, and/or English and Vietnamese is highly desirable.
SUPERVISION RECEIVED AND EXERCISED
- Receives direction from the Water Services Quality Coordinator and other supervisory and management staff.
- May serve as a lead and provide technical direction to part-time staff.
WORKING CONDITIONS Environmental Conditions: Work is generally performed in field and construction settings. Occasional travel to different sites is required. Works on various types of surfaces, including slippery or uneven surfaces and rough terrain. Work involves extensive public contact. Incumbents are exposed to excessive heat and cold, smoke, noisy conditions, indoor/outdoor lighting, treated water, untreated water, dirt, dust, wind/pollen, and variable weather conditions. Physical Conditions: Primary functions require sufficient physical ability and mobility to work in office and field settings; operate vehicles; climb stairs and ladders; occasionally reach, bend, stoop, squat, kneel, twist, run, jump, and climb; frequently stand and walk; and continuously sit; operate office equipment requiring repetitive hand movement and fine coordination, including the use of a computer keyboard and/or hand tools; utilize sight, hearing, speaking, reading, writing, and math; lift and carry up to fifty (50) pounds; and push and pull up light to moderate amounts of weight.
