The City of Long Beach is seeking an experienced, creative, innovative and collaborative individual who is committed to develop and support the Department of Public Works, Business Operations Bureau as a Capital Budget Officer.

CITY GOVERNMENTLong Beach, a charter city formed in 1897, is governed by nine City Council Members elected by district and a city-wide elected Mayor. Other elected officials include the City Attorney, City Auditor, and City Prosecutor. The elected officials are elected to staggered four-year terms. The City Council appoints the City Manager and City Clerk. The City Manager is responsible for the efficient administration of all City departments, excluding those under the direction of a separately elected official, Board or Commission. Long Beach is one of only three cities in California with its own Health Department and one of the very few municipalities with its own Water and Energy Resources Departments. In 2019, the City of Long Beach and Plenary Properties Long Beach unveiled the completion of the new four-building Long Beach Civic Center, which includes a new City Hall and Port Administration Building. The tree-lined pedestrian plaza is reflective of an innovative public-private partnership and the Civic Center is designed to revitalize the civic core of downtown to serve residents, attract visitors, and provide safe and efficient city operations. The City is supported by a FY2024 total budget of $3.3 billion with a General Fund budget of $719 million. Long Beach employs approximately 6,048 full-time equivalent staff.
THE DEPARTMENT OF PUBLIC WORKSThe mission of Public Works is to provide outstanding City-wide services improving the quality of life for the community while being responsible stewards of the city’s physical assets. Public Works does this through a customer service lens with specialized skills, innovation, and responsiveness. Core services include, preserving and enhancing the city’s infrastructure, transportation systems, streets, sidewalks, and urban forest. The Department has six bureaus: Business Operations, Traffic and Mobility, Engineering, Environmental Services, Public Services and Project Management. The bureaus jointly manage the collection of refuse and recycling, manage capital projects, manage the City’s stormwater systems, review and issue permits, provide emergency response, and safely and efficiently manage and maintain the city’s public right of way and public facilities. The Department has over 580 budgeted positions with an annual operating budget of $250 million and an annual capital improvement program budget of $150 million. EXAMPLES OF DUTIESTHE POSITIONThe Capital Budget Officer (CBO) is an at-will management position that reports to the Business Operations Bureau Manager and is responsible for partnering with City’s numerous capital improvement programs and projects working closely with the Engineering, Project Department's Management and Transportation and Mobility Bureaus.
The CBO is responsible for the City’s Capital Improvement Plan (CIP), totaling a $1.5 billion Public Works project ledger with over 1,500 active projects, an annual $180-230 million CIP allocation, and the $932 million Elevate ‘28 Infrastructure Investment Plan. The CBO is involved directly and indirectly with the Department's bureaus to facilitate planning, budgeting, design, construction and completion of projects including streets, sidewalks, bike and pedestrian improvements, traffic signals, facilities, storm water, parks, tidelands and related projects.
The Capital Budget Officer leads a team which includes eight (8) FTEs including six (6) Administrative Analysts, one (1) Project Budget Analyst, and one (1) Accountant.
Roles and responsibilities of the Capital Budget Officer:- Maintain and manage the $1.5 billion Public Works CIP Project Ledger budget and financials, including actuals, transfers, budget adjustments, appropriations, encumbrances, etc.
- Oversee the annual $200 million CIP Budget development, including coordination with the Director, Deputy Director, Public Works Bureaus, Financial Management, City Manager, Citywide Departments, and external funding agencies.
- Work with the Engineering, Project Management and Transportation and Mobility Bureaus to facilitate planning, budgeting, design, construction, and completion of projects including streets, sidewalks, bike and pedestrian improvements, mobility, traffic signals, facilities, storm water, parks, tidelands, water quality, and other projects.
- Ensure external funds (LA County Prop A, Prop C, Measure M, Measure R, State Gas Tax, SB-1, LA County Measure A and Measure W, grant funds, etc.) and internal funds (Measure A, Traffic Impact Fees, Park Impact Fees, etc.) have obtained necessary approval prior to being expended and the proposed use of the funds is appropriate.
- Establish, maintain, and refine CIP Budget Standards for the Department and is responsible for training CIP Budget Analysts, Program Managers, and other associated CIP staff, as well as upholding proper CIP Budget procedures and best practices.
- Responsible for administering Construction Procurement Bids (R-Bids) in coordination with FM-Purchasing.
- Ensure CIP contracts are setup correctly in the financial system and vendor invoices are processed and paid in a timely manner.
- Respond to CIP audit inquiries in coordination with Bureau Manager, Deputy Director, and/or Director.
- Provide regular updates to CIP Program Managers, regarding upcoming budget appropriation, project spend down reporting, funding opportunities, and budgetary funds available.
- Lead the execution and fund disbursement of the $758 million Elevate ’28 Infrastructure Investment Plan with the Grants & External Affairs Office.
REQUIREMENTS TO FILEMINIMUM REQUIREMENTSEDUCATION:- A Bachelor's Degree in Public Administration, Business Administration, Finance, or a related field from an accredited college or university is required; however, candidates may substitute experience offering specific and substantial preparation for the duties of the position for the required education on a year-for-year basis.
- Proof of education is required at time of submission.
EXPERIENCE:- Three (3) years of increasingly responsible professional experience preparing and monitoring budgets, including capital budgeting, or performing other related financial activities; one (1) year of the required experience must have been at a lead or supervisory level.
- Possession of a valid Class C Driver License.
DESIRABLE QUALIFICATIONS:- Experience in administering a Capital Project, including monitoring project budget, preparing and processing technical adjustments, and working in tandem with CIP project managers.
- Knowledge and experience in the Tyler MUNIS Financial System.
- Experience working with federal, state, county, and grant funding sources, such as LA Metro Prop A, Prop C, SB-1, Gas Tax, LA County Measure W, etc.
- Ability to work in a fast-paced environment with competing deadlines and priorities.

Retirement:California Public Employees' Retirement System (PERS) defined benefit retirement plan, which is coordinated with Social Security. The benefit is 2.5% or 2.7% (depending on hire date) @55 for "Classic" members and 2% @62 for new members as defined by PEPRA, subject to the compensation limitations set by PERS. - Public Employees’ Pension Reform Act (PEPRA) CalPERS Members: Effective the second full pay period following City Council adoption, the City contribution will increase from two percent (2%) to three percent (3%) of base salary* for all qualified PEPRA CalPERS members.
Flexible Spending Account (FSA):Optional election for employees to reduce taxable income for payment of allowable childcare or medical expenses.
Flexible/Hybrid Work Schedule:Available (subject to City Manager approval).
