    The Position

    Job Appointment: Full-Time
    Work Schedule: Monday - Friday, 8 am-5 pm. An alternate schedule may be available.

    This operational bureau accounting position will perform accounting-related functions that primarily involve transactional support in addition to some interpretation and analysis, applying Generally Accepted Accounting Principles (GAAP) in the areas of accounts receivable, accounts payable, and a variety of other regular, recurring and on-going accounting and financial controls responsibilities.

    About the division/bureau:
    The Portland Bureau of Transportation (PBOT) Financial Controls division provides support to the bureau so that transportation services can be effectively and efficiently delivered to residents of Portland. Specifically, Financial Controls directs purchasing of goods and services, oversees PBOT’s extensive grants program, and facilitates bureau-wide compliance with the City’s accounting policies and procedures. We are looking for a highly motivated Accountant II to provide review and processing of accounts payable and accounts receivable transactions for compliance with City administrative rules, accounting principles, cost accounting specifications, and contract terms

    What you’ll get to do:
    • Review and process accounts payable and accounts receivable transactions for compliance with City administrative rules, accounting principles, cost accounting specifications, and contract terms.
    • Review and process interagency and intergovernmental billing transactions for compliance.
    • Advise and make recommendations to operations staff on accounting policies, administrative rules, cost accounting specifications, procurement and accounts payable processes, and accounts receivable processes related to their business processes.
    • Manage accounts set up to track specific activities and maintain cost accounting codes.
    • Review and process financial transactions for closing ledgers at month end and fiscal year end.
    • Prepare journal entries and audit schedules as needed.

    To Qualify

    Applicants should specifically address and demonstrate in their résumé and supplemental questions how their education, training, and/or experience meet each of the following minimum qualifications:

    Experience applying Generally Accepted Accounting Principles (GAAP) for governments.Experience using enterprise resource planning (ERP) financial systems (SAP preferred) including understanding the transactional effects and impact on the general ledger and other system modules. Experience applying financial analysis techniques.Skill using software technology, especially Excel, Word, and other Microsoft Office products for effective and efficient communication and preparing applicable financial reports.Ability to communicate orally and in writing to all business partners.
