    About the Department

    San José Clean Energy, or SJCE, is San José’s local, not-for-profit electricity supplier operated by the City of San José’s Energy Department. Since 2019, our dedicated and motivated team has provided clean energy for residents and businesses at competitive rates, while also offering community programs, local benefits, and increased transparency and accessibility. SJCE serves nearly 350,000 customer accounts and has contracted for more than 1 GW of power.

    Position Duties

    The department is seeking to fill one (1) full-time Analyst I/II position to support the Risk Management & Contract Administration Division.

    The ideal candidate is a skilled and highly motivated individual, with creative problem-solving skills, the ability to learn quickly, and the desire to work both independently and collaboratively. Good judgment, initiative, and cooperation with other staff and outside stakeholders are assets to this position. Under general direction of the Division Manager, this position will be responsible for supporting the department’s consultant and power contracts.

    Typical duties of this position may include, but are not limited to:

    • Support the administration-related duties of power purchase agreements such as insurance and compliance with other contractual obligations.
    • Assist in the preparation of contract bid documents, and monitor the timely fulfillment of deliverables by consultants and third-party service providers.
    • Manage the contracts/amendments process for power purchase and consultant contracts, and coordinate reviews by relevant City stakeholders like the City Attorney’s office and the City Manager’s office.
    • Interface with other teams inside and outside the department to conduct solicitations, route for signatures and file contracts with the City Clerk’s office.
    • Assist in the development of contract language for various department power purchase and consultant contracts, recommend appropriate contract language as needed.
    • Review compliance of consultant and service provider work progress and the accuracy of billing and invoices for services.
    • Support management of reviews and amendments of Energy Risk Management Policy and Regulations.
    • Utilize Excel and other software tools to track key contract information, assist in data reporting, and perform data analysis and visualization to help inform decision-making.
    • Identify and flag any problems related to administration of existing contracts and suggest improvement for future contracts.
    • Support implementation of process improvements in contract management.
    • Handle various general administrative activities and duties as assigned, which may include coordinating meetings, preparing presentation materials, and drafting memorandums.
    • Perform other related duties as required.
    Salary Information:
    Analyst I is $88,954.32 - $108,108.00.
    Analyst II is $97,078.80-$117,979.68.

    This range includes an approximate 5% ongoing non-pensionable pay. Actual pay shall be determined by the candidate’s qualifications and experience.

    Minimum Qualifications

    Analyst I

    Education:

    A Bachelor's degree from an accredited college or university .

    Experience:

    None

    Analyst II

    Education:

    A Bachelor's degree from an accredited college or university .

    Experience:

    Two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

    Acceptable Substitution
    Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

    THIS IS A HYBRID POSITION, REQUIRING PART OF THE WORK WEEK TO BE ONSITE IN THE DOWNTOWN SAN JOSE

    OFFICE. The hybrid work schedule may change due to the department’s business needs in the future.

    Selection Process
