Job Summary
Repairs, maintains, and installs sewer lines and storm drains in the municipal wastewater collection system; and performs related work as required.
Positions in the Wastewater Collections Worker class series are flexibly staffed; positions at the II-level and II-level may be filled by advancement from the I-level through a recruitment process.
The Wastewater Collections Worker I salary range is $63,456 to $78,336 annually.
The Wastewater Collections Worker II salary range is $69,804 to $86,172 annually.
The Wastewater Collections Worker III salary range is $76,788 to $94,800 annually.
Representative Duties
Maintains the municipal wastewater collection system by cleaning sewer lines and storm drains of grease, roots, and other debris with vactor trucks, jet flusher trucks, and other rodding equipment.
Performs sewer maintenance work of increasing difficulty and provides technical assistance, coordination, and training to entry-level and temporary staff as assigned.
Installs, maintains, and repairs sewer lines, pipes, pipe connections, and saddle connections; digs holes and trenches manually and with power equipment; reinforces and shores trenches; mixes and pours concrete; spreads and tamps temporary asphalt patches.
Operates the CCTV equipment to search for illegal sewer line usage and to check for overall conditions.
Manually cleans and maintains storm drain catch basins.
Monitors gas and oxygen levels in confined spaces.
Assists in routine maintenance to lift station pumps.
Repairs and replaces sewer access rings and covers.
Sets up traffic control using the appropriate barricades, cones, and delineators; safely channels and directs traffic around work sites.
Performs routine preventive maintenance and basic repairs on tools, equipment, and vehicles used.
Maintains logs, records, and reports of maintenance and repair activities performed.
Reads and interprets sewer and storm drain system maps, blueprints, standards, specifications, and related technical documentation.
Performs emergency work on sewer system overflows and related emergencies as required.
Provides assistance to City's water construction staff during emergency repairs of the City's water distribution system as needed.
Assists operations staff in the operation of pump stations and urban runoff treatment plant as needed.
Maintains shop and working areas in a clean and orderly condition.
Utilizes proper safety precautions related to all work performed and performs work in a safe manner following all City and applicable safety regulations, rules, policies, and procedures.
Performs other duties as assigned.
Requirements
Knowledge of:
Basic construction principles, practices, techniques, equipment, and tools applicable to the maintenance and repair of a wastewater collection system
Basic mechanical maintenance procedures
Operational characteristics, use of, and maintenance requirements of plumbing and hydraulic equipment and a variety of hand and power tools, including jackhammers, tampers, chain saws, skip loaders, backhoes, dump trucks, power root cutters, and other drain cleaning equipment
Principles of basic mathematics
Basic traffic control procedures and traffic sign regulations
Occupational hazards and standard safety procedures related to the work
Techniques for providing a high level of customer service to the public, vendors, contractors, and City staff
The structure and content of the English language to effectively perform the work
Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed
Ability to:
Perform a variety of tasks in the maintenance and repair of a wastewater collection system
Perform heavy physical labor for sustained periods
Work in confined spaces and unsanitary conditions
Learn and understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities
Read and interpret maps, schematics, drawings, diagrams, blueprints, and related technical documents
Work safely and adhere to principles of safety when working near traffic or in other environments
Maintain accurate logs, records, and basic written records of work performed
Understand and follow oral and written instructions
Safely and effectively use and operate a vehicle and tools and equipment required for the work
Learn, understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed
Organize work, set priorities, meet critical deadlines, and follow-up on assignments.
Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines
Effectively use computer systems, standard office productivity and presentation software applications, and modern business equipment to perform a variety of work tasks
Communicate clearly and concisely, both orally and in writing
Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work
Provide effective customer service
REQUIREMENTS
Minimum Qualifications:
Education:
Graduation from high school or the equivalent
Experience:
One year of recent, paid work experience performing general construction or repair work in a wastewater utility, plumbing or general contracting industry. Experience with excavation, trenching, and shoring activities is desirable.
Licenses and Certifications:
Possession of, or successfully obtain within 12 months of appointment, a valid Grade I Wastewater Collection System certificate issued by California Water Environment Association (CWEA), to be maintained throughout employment
Possession of valid Class C driver license to be maintained throughout employment
Possession of, or successfully obtain within 6 months from date of appointment, a valid California Class B driver’s license, to be maintained throughout employment

If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
