    JOB SUMMARY

    The Senior Business Data Analyst is responsible for providing senior-level consultative services to management by collecting, reviewing and reporting on data for optimal decision-making and the advancement of the organization. The incumbent must have strong analytical skills and problem-solving abilities and be able to thrive in a cross-functional setting.

    ESSENTIAL FUNCTIONS
    • Extracts, processes, cleanses and validates data used for analysis of patterns, trends, relationships or models to support continuous improvement across the organization.
    • Develops relationships with internal stakeholders to identify business requirements and expected outcomes.
    • Performs statistical analysis to better understand business performance.
    • Models scenarios to predict impact of critical business decisions.
    • Leads and performs complex analysis in an evolving data environment.
    • Leads data analysis and visualization efforts, and data best practices, providing useable information to leadership.
    • Applies data mining techniques and predictive analysis to review program effectiveness and recommend changes to policies or practices.
    • Presents and depicts the rationale of findings in a clear and concise manner; demonstrates accuracy, logic, and significance in methodology and findings.
    • Develops and implements effective techniques for evaluating programs, identifies the need for new programs or program process improvement(s), and provides guidance to staff in the development and integration of new or changed methods and procedures.
    • Establishes baseline requirements and metrics for process improvements.
    • May work with departments to compile and aggregate data used in calculation of annual organizational metrics.
    • Provides business metrics to show improvement in outcomes as a result of changes or continuous improvement projects.
    • Serves as functional liaison with Information Services and other departments.
    • Works with business groups in the review and analysis of business processes to implement/improve business practices; recommends process modification strategies for enhancing effectiveness and efficiency.
    • May lead cross-functional project teams, to include training, prioritizing and directing the work of others.
    • Communicates ongoing project status updates with project members and stakeholders; establishes any necessary system requirements and goals related to program(s).
    • Consults with other Departments/agencies involved in program(s) to resolve problems, identifies training needs, and discusses program effectiveness.
    • May participate in committees and task forces.
    • Performs other duties as assigned.

    DECISION MAKING
    • The incumbent works under general supervision.

    MINIMUM REQUIREMENTS
    • Bachelor’s Degree in Business Administration, Computer Science, Information Systems, or related field from an institution accredited by a nationally recognized accrediting agency.
    • Five years’ of progressive work experience in data analytics including leading the development, analysis, and presentation of reports and data. If assigned to Continuous Improvement and Innovation, two of these five years’ must be direct experience developing data visualization in Tableau, SQL and/or PowerBI.

    PREFERRED EXPERIENCE
    • Advanced SQL skill set.
    • Familiarity with Python (NumPy/Pandas), scikit-learn, R or SAS.
    • Big data experience, proven experience combining data from disparate data sources.
    • Experience deploying analytics tools, techniques and models to production.
    • Experience with data modeling (Ex: Cloud, Data Mining, Python, Neural Networks, Decision Trees, Clustering and Regression analysis.)

    PHYSICAL DEMANDS AND WORKING CONDITIONS

    Physical requirements include lifting up to 5 pounds occasionally. Subject to sitting and standing for long periods of time. Requires visual acuity, speech and hearing. Working conditions are primarily in an office environment with occasional field visits.

    May be required to work hours other than regular schedule on exception, such as nights, weekends, and holidays.
