  • Job Description

    The Position

    The City of Riverside is accepting applications for the position of Intelligence Analyst to fill multiple vacancies in the Special Services Division of the Riverside Fire Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

    Under general supervision, the Intelligence Analyst collaborates with first responders in a multi-agency environment to collect, analyze, and disseminate actionable information that detects and defends against major threats in the Inland Southern California (Riverside Urban Area) region. Provides subject matter expertise on numerous threat topics pertaining to national security and/or public safety to support an “all-threats/all-hazards mission. , Establishes partnerships with federal, state, local, tribal, territorial (SLTT) and private sector partners, and produce impactful tactical and strategic intelligence products for decision makers; performs other related duties as assigned.

    * Newly created position for the STRAC Fusion Center. This position is 100% grant funded.

    Work Performed

    Typical duties may include, but are not limited to, the following:
    • Communicate regularly and effectively, both verbally and in writing, with a range of federal, SLTT, private sector, academic, non-governmental (NGO), and professional association entities. Provide rapid response to ad hoc requests from decision makers (e.g., special intelligence analyses or personal briefings).
    • Assist in the development of analytical tools and methodologies to fill gaps and regional information needs. Assist in determining and defining essential elements of information required and the most effective method for collection efforts. Help plan, coordinate, and conduct the collection and analysis of strategic and tactical intelligence. Assess unforeseen developments, new phenomena, and difficulties encountered, and recommend changes in direction and approach.
    • Conduct all-source, integrated intelligence analysis related to complex public safety and national security topics. Write short-impactful intelligence products based on varying sources intelligence disciplines.
    • Use computer-based applications, including graphics and presentation software.
    • Maintain continuous liaison with diverse homeland security organizations, states, regional operational watch centers, and national intelligence community organizations. Maintain an in­ depth understanding of foreign and domestic terrorist threats facing the Inland Empire.
    • Provide technical support to the Critical Infrastructure Protection Program (CIPP), including the development of private sector cooperation strategies.
    • Support, as needed, critical infrastructure protection teams during special event assessment rating (SEAR) events, analyze the impacts of domestic and international incidents/events.
    • Ensure customer/stakeholder understanding of their role in the intelligence cycle and the importance of information-sharing. Anticipate customer/stakeholder intelligence needs through the identification of intelligence gaps associated with terrorism and criminal threats.
    • Maintain awareness of key customer/stakeholder information needs through both direct contact and research. Identify and prioritize intelligence gaps and communicates them to customers/stakeholders. Cultivate and maintain a current and thorough understanding of assigned subject matter, to include awareness of other agency activities related to assigned subject matter portfolio.
    • Review reported tips and leads for threat information and situational awareness, including determining location, activity, and reporting trends. Assist in exploring anomalies, new developments, and trends that threaten the security of the Inland Empire.
    • Compare and contrast new data with information already in intelligence databases; research and identify corroborative data; assess individual pieces of information in the context of broader assessments or operations; and disseminate significant intelligence, as appropriate.
    • Conduct exhaustive database searches and open-source exploitation, extract data, corroborate, and analyze for accuracy.
    • Assist in the synthesis and analysis of large amounts of data from diverse, sometimes conflicting, sources of information from international, federal, state, local, private sector, academic, NGO, and professional association entities.
    • Assist in the conceptualization, development, and coordination of value-added synthesis and analysis products to address key customer/stakeholder information needs in a manner suitable for the subject matter and audience. Apply analytic proficiency and sound judgment to all conclusions and recommendations.
    • Participate in the development and refinement of product lines and schedules for assigned subject matter portfolios, ensuring relevance and value for respective customers/stakeholders. Ensure that the content and style of intelligence products adheres to quality standards set forth by the Intelligence Community.
    • Ensure proper coordination of products with appropriate partner entities. Assist in prioritizing dissemination of joint-sealed products with partner entities, to include other California fusion centers.
    • Provide real-time analysis of incoming raw information to Emergency Operations Centers (EOCs) personnel. (redundant) Generates tactical reports, to include value-added situation reports (SITREPs). Disseminate, research, and respond to requests for information (RFIs).
    • In support of the fusion center's mission, analysts must perform other duties as assigned by the fusion center, contributing to intelligence, case support, and other relevant tasks as directed by leadership.
    • Perform other related duties as assigned.


    Qualifications

    Recruitment Guidelines:

    Education : Bachelor’s Degree from an accredited college or university in Criminal Justice, Emergency Management, Homeland Security, Cybersecurity, Public Administration, Statistical Analysis, GIS, or a closely related field.

    Experience : Two (2) years of analytical experience conducting intelligence analysis with a federal agency, military, fusion center, state and/or local first responder agency.

    Necessary Special Requirements:
    • Security clearance requirement: Analysts must be eligible to receive a U.S. Government SECRET clearance, up to a TOP Secret clearance level once employed, and maintain it throughout the course of employment.
    • Background check requirement: Must pass a law enforcement background check, before commencing employment.
    • Training and certification: Must comply with training standards and policies associated with the fusion center and obtain a Basic Intelligence Training Analysis Course (BITAC), Foundations of Intelligence Analysis Training (FIAT), or Critical Thinking and Analytic Methods (CTAM) program certificate or equivalent certification within the first six months of hire as required by federal grant guidelines. Receive annual training as required.
    • Privacy considerations: Individual shall understand privacy considerations, including 28CFR and privacy/civil liberties civil rights (P/CLCR).
    • Possession of, or ability to obtain, an appropriate, valid class “C” California Motor Vehicle Operator’s License.

    Highly Desirable Qualification:
    • Current possession of a FEMA approved Intelligence Analyst training course certificate

    Level II includes Senior Management, Management and Professional classifications (Exempt).

    The City offers an attractive benefits package, the central provisions of which are as follows:
    • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3 year final compensation. The required employee contribution is 8%.The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation.The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Health Insurance - The City offers six health insurance plans and contributes up to $1,516 per month for HMO plans (family coverage).
    • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
    • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
    • Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
    • Deferred Compensation - The City contributes $100 per month with a minimum employee contribution of $12.50 per check.Participation in the deferred compensation plan is optional.
    • Leave Benefits - Includes all the typical vacation leave, sick leave, bereavement leave, and holiday benefits.
    • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
    • Long Term Disability - The City offers optional enrollment in the Long Term Disability Plan.
    • LegalEase Plan - Optional legal services plan for employees and eligible dependents.
    • Critical Illness Plan - Optional critical illness insurance plan for employees and eligible dependents.
    • Vacation Accrual - 0-9 yrs. = 144 hrs., 10+ yrs. = 184 hrs.
    • Administrative Leave - 64 hrs per fiscal year.
