    About the Department

    The City of San José Housing Department is a leader in the production of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. The Housing Department has an operating budget of approximately $19 million annually and 112 employees.     Position Duties

    Under the direction of an Administrative Officer, the Senior Analyst performs professional analytical work of considerable difficulty in administrative matters relating to the Housing Department’s procurement and contract management programs. The role may involve procurement assignments in the areas of contract administration, solicitation processes (e.g., NOFA, RFQ, RFP), vendor evaluation, and performance monitoring.

    The Senior Analyst will manage one Analyst I/II and work closely with the Administrative Officer on procurement and contract management matters.

    Duties of the position may include:
    • Managing all aspects of the Department’s procurement functions, including issuing solicitations (e.g., NOFA, RFQ, RFP), developing contracts, vendor selection, and ensuring compliance with municipal procurement policies.
    • Monitoring vendor performance and ensuring the timely execution of contracts and procurement activities.
    • Managing the Department’s procurement card program and ensuring compliance with purchasing policies.
    • Preparing and managing consultant agreements and development contracts as needed.
    • Preparing complex Council memoranda, reports, and other administrative documents for City staff, as well as State and federal agencies.
    • Managing an Analyst I/II direct report, providing oversight on procurement activities, and ensuring they adhere to the Department’s procurement policies and procedures.
    • Providing ad hoc analysis in support of Housing Department operations, with a focus on improving procurement processes and efficiency.
    • Supporting Housing Department equity and inclusion efforts by ensuring transparent and equitable procurement practices.
    • Assisting in the resolution of procurement-related performance issues or disputes.
    • Other duties as assigned.

    A Bachelor’s Degree from an accredited college or university and four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.

    Acceptable Substitution

    One (1) year of additional education above the Bachelor’s Degree level may be substituted for one (1) year of the required management/administrative analytic work.

    Required Licensing (such as driver’s license, certifications, etc.)
    • Possession of a valid State of California driver's license may be required for some assignments.

    Experience in procurement and contract management: Particularly in government or housing services, including issuing solicitations such as NOFAs, RFQs, and RFPs.Ability to collaborate on complex operational issues: Maintain credibility and build trust at all levels of the organization while navigating procurement challenges.Proven ability to exercise sound judgment and confidentiality: Working with Senior and Executive staff, non-management staff, and other City departments on procurement problems while developing creative and thoughtful long-term solutions.Strong organizational and project management skills: Effectively plan workflow and manage multiple procurement projects to deliver quality results in a timely manner, while fostering a positive and supportive environment.Ability to effectively supervise and manage professional staff: Provide guidance, mentorship, and oversight to ensure compliance with procurement policies and procedures.Strong multi-tasking and deadline management abilities: Work independently to manage complex procurement programs and meet strict deadlines.Creative problem-solving in procurement: Ability to provide innovative and administrative support to complex Housing programs through efficient procurement processes.Ability to work independently to provide administrative support to complex Housing programs in a creative manner.
