    DESCRIPTION

    DESCRIPTION
    The Technology & Innovation (TI) Department is seeking an experienced Business Systems Specialist V - U to focus primarily on mainframe programming for the City’s payroll system. In this unclassified role, the position will support, maintain, and enhance the City’s Human Resource Management System (HRMS). As part of the Enterprise Information Services Bureau, the position will have the opportunity to play a key role in improving payroll processes, driving system efficiencies, and ensuring compliance with evolving payroll requirements. This is an exciting chance to make a significant impact on critical citywide operations.

    EXAMPLES OF DUTIES

    • Designs and modifies the HR/Payroll software to ensure compliance with updated governmental payroll laws and newly negotiated labor agreements, while administering the system using COBOL, DB2, JCL, IMS, and zOS for optimal performance and functionality
    • Assists in payroll processing activities to ensure accurate and timely payroll execution
    • Collaborates with analysts and programmers on projects and assignments, ranging from routine to complex, to resolve issues
    • Develops and supports reports, interfaces, web services, and automates workflows to enhance system efficiency and functionality
    • Collaborates closely with FM, HR, and other stakeholders to identify process improvement opportunities and recommend system enhancements
    • Coordinates the implementation of software modifications, including critical fixes, service packs, customizations, testing, and upgrades
    • Contributes to business continuity and disaster recovery planning and execution
    • Researches and evaluates technology solutions to support organizational needs
    • Participates in technology modernization projects
    • Develops and maintains comprehensive documentation, including specifications, diagrams, and flowcharts
    • Other duties as assigned


    REQUIREMENTS TO FILE

    EDUCATION
    • A Bachelor's Degree in Computer Science, Information Technology, Business Administration or a related field OR
    • Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis

    EXPERIENCE
    • Two (2) years of full-time equivalent experience in business systems analysis and mainframe programming

    ADDITIONAL REQUIREMENTS
    • Proficiency in mainframe programming languages, including COBOL
    • Experience with database management systems, particularly DB2
    • Familiarity with job control language (JCL)
    • Knowledge of zOS operating system
    • Experience supporting HR/ Payroll software, experience with other software will be considered
    • Strong analytical and problem-solving skills to troubleshoot and resolve system issues
    • Strong verbal and written communication skills
    • Ability to manage multiple tasks and projects concurrently
