    ABOUT THE POSITION

    The Clark County Finance Department - Purchasing Division is seeking qualified candidates to apply for the Purchasing Analyst I/II position. This position performs routine to complex purchasing, specification preparation, multi-year and multi-departmental contracting and expediting activities for the purchase of a variety of materials, supplies, equipment, services and construction items for use by all County departments and other local agencies.

    Purchasing Analyst I: $30.32 to $47.03 Hourly
    Purchasing Analyst II: $32.74 to $50.81 Hourly

    The Purchasing Analyst I is a training underfill position, upon successful completion of the training program the successful candidate will be non-competitively promoted to Purchasing Analyst II.

    This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months at either level or may be extended as needed by Human Resources.

    Some positions may be used to fill term Limited-Permanent positions. The selected candidates will be hired for a special project or duties of a limited duration and be required to sign a term of employment letter specifying condition and exact dates of employment. The successful selected candidates will be eligible for benefits during the duration of employment.

    Some positions may be Grant Funded. Grant Funded positions are subject to continuation based on availability of grant funds and the employee will be terminated without right of appeal when such funds are no longer available.

    MINIMUM REQUIREMENTS

    Education and Experience:

    Purchasing Analyst I - Bachelor's Degree in Business or Public Administration or a related field. Experience in purchasing that has provided the skills and knowledge required to perform all necessary job functions at this level may be substituted for the education on a year-for-year basis to a maximum of two (2) years.

    Purchasing Analyst II - In addition to the above: Minimum of one (1) year of full-time experience in professional level purchasing and expediting a variety of materials, supplies and equipment, including developing formal specifications and bid documents and sources of supply. Experience in a public agency setting is desirable.

    Working Conditions: Attend meetings outside of normal working hours.

    Licensing and Certification: Must possess a valid Nevada Class C Driver's License at time of appointment.

    Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

    Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

    EXAMPLES OF DUTIES

    Analyzes requisitions and requests for purchase to determine the types of materials, supplies, equipment or services required; advises operational management and staff regarding alternatives; ensures that such requests are complete and that proper authorization has been obtained; makes recommendations for disseminating information regarding products and supplies. Confers with requesting departments; selects, specifies and qualifies suppliers for assigned commodity areas. Obtains verbal or written price quotations or prepares formal specifications and bid packages as required; arranges for the duplication and distribution of such materials. Analyzes bids, recommends award and prepares the necessary documentation and agenda materials for awards; confers with legal staff regarding contract provisions; responds to formal protests regarding bid awards. Interviews salespersons, visits manufacturers and vendors, attends demonstrations and obtains samples and literature from potential suppliers; obtains comparative data regarding price, quality, quantity, availability and delivery of materials, equipment and supplies; recommends sources of supply. Places orders with vendors and negotiates changes to purchase terms as required; follows-up for contract renewal upon expiration dates; negotiates and evaluates contracts. Resolves purchase order, invoicing and delivery complaints and problems; follows-up and authorizes modifications to ensure that County staff receives materials and supplies of appropriate quality and quantity in a timely manner. Conducts pre-bid meetings; informs vendors and contractors of County policies, procedures, insurance and bonding requirements and other matters related to doing business with the County; ensures compliance with such policies and procedures. Maintains records and files and prepares periodic and special reports related to the purchasing function. Contributes to the overall quality of the division's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures. Keeps informed of product development and market trends; recommends revisions to supplier lists and other operating elements as required. May direct and review the work of less experienced buyers and technical or support staff; may be a team leader on a project basis. Drives a personal or County motor vehicle in order to attend various off-site meetings, meet with vendors and perform other functions in the course of the work.

    PHYSICAL DEMANDS

    Mobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle in order to visit vendor' and suppliers' business establishments and various County work sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
