    Management Analyst (Vulnerable Populations Specialist):

    General Description and Classification Standards:

    The Vulnerable Populations Specialist works with a multi-disciplinary team as part of the City of Atlanta Mayor’s Office of Emergency Preparedness in support of the Warming Center operations, ensuring the safety of all guests and staff, maintaining data records, and ensuring cleanliness of the facility throughout the duration of the activation. Additionally, the Vulnerable Populations Specialist will engage in community disaster preparedness outreach activities for the most vulnerable residents of Atlanta, including but limited to, people experiencing homelessness, people with access and functional needs, and senior citizens. Examples of such outreach activities may include designing preparedness-related materials, creating executive presentations, event planning and coordination, document creation, project data analysis, and other functions to support the emergency preparedness vulnerable populations mission. This position is designed for an entry-level professional capable of carrying out assignments typical of the profession with limited guidance or review.

    Supervision Received:

    Works under very general supervision, reporting to the Emergency Preparedness Coordinator responsible for vulnerable populations preparedness. Depending on organization structure, may work independently with responsibility for an assigned function or program.

    Essential Duties & Responsibilities:

    These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned. Coordinate Warming Center facility readiness, facilitate coordination calls for Warming Center staff and stakeholders, coordinate events for vulnerable populations preparedness, monitor weather conditions, lead on-site Warming Center operations, assist Warming Center staff and escalate concerns to Emergency Preparedness Coordinator, assist the Emergency Preparedness Coordinator with planning for events and other operations, act as a liaison to community organizations and community members. This position is considered essential and is subject to provide 24/7 on-call support for the City of Atlanta and the Mayor’s Office of Emergency Preparedness in the event of a critical incident.

    Applies organizational policies. Follows standardized procedures and written instructions to accomplish assigned tasks.

    Knowledge, Skills & Abilities

    This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list. Knowledge of vulnerable populations preparedness concepts; Microsoft Office Suite; Skilled in written and oral communication. Ability to: communicate clearly and concisely with a diverse population, both orally and in writing; establish and maintain effective working relationships with departmental operational divisions and the general public; prioritize tasks and manage time effectively.

    Minimum Qualifications:

    Education and Experience: Associates degree or two-year equivalent degree (Equivalent professional experience may be considered for substitution for the required degree on an exception basis).

    Preferred Education & Experience:
    • Bachelor’s degree from an accredited college or university in Public Administration/Policy, Human Services, Sociology, Psychology, Emergency/Disaster Management, Homeland Security, Public Safety, or a related area preferred; and
    • One to three years of experience working in customer services, with vulnerable populations or field related to emergency management.
    • Equivalent combination of education and experience.

    Licensure and Certifications:
    • National Incident Management System (NIMS) and Incident Command System (ICS) training, to include Independent Study (IS) 100, 200, 700, 800; Incident Command System (ICS) 300, 400 (within 6 months of employment)
    • Georgia Emergency Management & Homeland Security Agency (GEMA/HS) Emergency Manager Certification (within 2 years of employment)
    • Valid Driver’s License
