    The Position

    Job Appointment: Full-Time
    Work Schedule: Monday - Friday, 6am-2:30 pm. An alternate schedule may be available. Limited availability to work remotely. Remote work must be performed in Oregon or Washington.

    POSITION SUMMARY

    This Financial Analyst I - CPPW position will perform financial analysis and accounting-related functions working closely with staff, the Accounting and Procurement teams, and external customers at PBOT’s Maintenance Operations facility. The position requires a significant emphasis on internal and external customer service assisting with financial analysis and reporting, budget and financial tracking support, transactional support applying Generally Accepted Accounting Principles (GAAP), FEMA/grant support and a variety of other regular, recurring and on-going finance/accounting and financial controls responsibilities.

    What you’ll get to do:
    • Advise and make recommendations to operations staff on budget and accounting policies, administrative rules, cost accounting specifications, and procurement.
    • Finance representative for Weather Response Events
    • Review and process accounts payable and accounts receivable transactions for compliance with City administrative rules, accounting principles, cost accounting specifications, and contract terms.
    • Review and process interagency and intergovernmental billing transactions for compliance.
    • Manage account set up to track specific activities and maintain budget/cost accounting codes.
    • Review and process financial transactions for closing ledgers at month end and fiscal year end.
    • Prepare journal entries and audit schedules as needed.

    Although not required, you may have:
    • Experience with SAP or other large ERP systems
    • Experience with IBM Maximo software
    ABOUT THE DIVISION AND BUREAU
    The Portland Bureau of Transportation (PBOT) Financial Controls division provides support to the bureau so that transportation services can be effectively and efficiently delivered to residents of Portland. Specifically, Financial Controls directs purchasing of goods and services, oversees PBOT’s extensive grants program, and facilitates bureau-wide compliance with the City’s accounting policies and procedures. We are looking for a highly motivated Financial Analyst I to provide oversight of finance and accounting functions associated with PBOT’s Maintenance Operations facility.

    Knowledge and experience applying financial analysis techniques.Knowledge and experience applying Generally Accepted Accounting Principles (GAAP) for governments.Knowledge and experience using enterprise resource planning (ERP) financial systems and asset management platforms including understanding the transactional effects and impact on the general ledger and other system modules. Skill using software technology, especially Excel, Word, and other Microsoft Office products for effective and efficient communication and preparing applicable financial reports.Ability to collaborate and communicate orally and in writing to all business partners. Although not required, you may have one or more of the following: SAP Systems ExperienceIBM Maximo Experience
