    The Position

    Job Type: Casual, Part-time. This position has a maximum of 1,400 hours in a calendar year. Funding for this position will end May 1st, 2025.
    Work Schedule: Up to 40 hours per week, Monday-Friday.
    Work Location: 9911 SE Bush Street, Portland OR 97266.

    Position Summary
    The Community Resilience Coordinator will assist with the implementation and management of an Urban Area Security Initiative (UASI) grant focusing on developing Emergency Management/Business Continuity training curriculums for small organizations. You will be working in the Planning and Mitigation area and will focus on keeping the grant project on track with your excellent planning skills, ability to develop curriculum, analytic skills, and communication skills that allow you to collaborate and manage both internal and external stakeholders.

    Specifically, the Community Resilience Coordinator will be involved in:

    • Grant Management:
    • Oversee all aspects of the UASI grant project, ensuring adherence to grant guidelines and timelines.
    • Develop and maintain a project plan, including milestones, deliverables, and budget.
    • Monitor grant expenditures and ensure compliance with financial regulations.
    • Prepare and submit required grant reports to the funding agency.
    • Curriculum Development:
    • Lead the development of emergency management/Business continuity training curriculum tailored to the specific needs of small organizations.
    • Ensure that the curriculum is accessible, engaging, and relevant to the target audience.
    • Develop training materials, including handouts, presentations, and exercises.
    • Training Delivery:
    • Coordinate and deliver training sessions to small organizations, ensuring effective knowledge transfer and skill development.
    • Facilitate interactive learning experiences and provide ongoing support to participants.
    • Evaluate training effectiveness through feedback and assessments.
    • Partnership Development:
    • Build and maintain relationships with key stakeholders, including small organizations, emergency management agencies, and subject matter experts.
    • Collaborate with partners to identify training needs and develop solutions.
    • Evaluation and Reporting:
    • Collect and analyze data on training outcomes and participant satisfaction.
    • Prepare and submit regular reports to the funding agency and project stakeholders.
    • Identify areas for improvement and make recommendations for future training initiatives.
    • Knowledge Management:
    • Develop and maintain a repository of training materials and resources.
    • Share best practices and lessons learned with the broader emergency management community.

    The following minimum qualifications are required for this position: Knowledge of theory, principles, and technology in the field of emergency communications and emergency management. Ability to analyze the efficiency and effectiveness of programs and provide advice on new developments, changing emphasis, or other events that could significantly impact program delivery. Ability to communicate effectively, both verbally and in writing, and to present information, proposals, and recommendations clearly and persuasively. Ability to manage projects with multiple stakeholders. Preferred Qualifications:
    • Experience managing grants and adhering to grant timelines/reporting needs.

    Step 2: Minimum Qualification Evaluation: Week of October 28th & November 4th, 2024

    • Your resume and responses to the supplemental questions will be the basis for our evaluation of your qualifications for this position. Incomplete or inappropriate information may result in disqualification.

    • Additional evaluation may be required prior to establishment of the eligible list and/or final selection.

    Step 3: Establishment of Eligible List: November 11th, 2024
    • Candidates who meet the minimum qualifications will be placed on the equally ranked eligible list.

    Step 4: Selection (Interview): mid/late November

    • Hiring bureau will review and select candidates to interview.
    • Please note, the selection process may take up to 90 days from the notification of being placed on the eligible list.

    Step 5: Offer of Employment: December

    Step 6: Start Date: December
    • A start date will be determined after all conditions of employment have been met.

    Retirement
    Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)
    The City currently pays the employee's share of the retirement contribution.
    Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.)

    Sick Leave
    Casual employees accrue sick leave as outlined in the City of Portland protected sick time law.

    Family Medical Leave
    In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
