    About the Department of Auditor-Controller
    The Department of Auditor-Controller aims to inspire and elevate public trust in County government by safeguarding the County’s financial integrity, advocating and implementing best practices, and ensuring compliance with mandates and fiduciary responsibilities. The Department of Auditor-Controller is responsible for establishing County fiscal and internal control policies and procedures; administering the County payroll; conducting audits and fraud investigations; monitoring social services contracts; performing mandated property tax functions; disbursing warrants to vendors, child support recipients, judgment and damages to claimants; and managing the County’s enterprise financial and payroll systems, eCAPS and eHR.

    About the Position

    The Department of Auditor-Controller's Division Chief position reports to an Assistant Auditor-Controller in executive management. The Department has twelve (12) Division Chief positions, each responsible for the management of their respective division, including: Accounting, Administrative Services, Audit, Countywide Contract Monitoring, Countywide Payroll, Disbursements, Emergent Technology Group, Office of County Investigations, Property Tax Apportionment, Property Tax Services, Shared Services, and Systems Operations.

    The Department's Division Chief positions require the application of a broad knowledge of management principles, practices, and methods, and of departmental policies, procedures, and operations. Division Chiefs are distinguished by their ability to analyze and make recommendations for the solution of problems of organization, procedure, program, systems, budget, or personnel. The positions also require the application of excellent written and verbal communication skills and the ability to interact effectively with others, including all levels of staff within the Department and County.

    Essential Job Functions

    Leads a division within the department by establishing measurable divisional goals and objectives that align with County/Departmental strategic goals and professional standards; and communicating, empowering, mentoring, motivating, thinking strategically, and encouraging subordinate managers and divisional employees.

    Manages a division within the department by evaluating the workload; determining priorities; planning and maintaining an effective work flow from inception to completion; coordinating various functions and tasks via relevant internal and external stakeholders, subordinate managers or supervisors; evaluating the effectiveness of current work processes, policies, procedures, programs, systems, etc.; and recommending and implementing revised work processes.

    Supervises subordinate managers, supervisors, and secretarial staff
    by performing a full range of activities, which include advising, motivating, training, supporting, coaching, mentoring, and disciplining employees; delegating assignments to and establishing goals for appropriate staff member(s); monitoring, reviewing, and evaluating staff activities and work products; and participating in various human resources-related processes, such as interviewing, hiring, and completing performance evaluations.

    Establishes, develops and monitors the division's operating budget
    by assessing relevant budgetary data, evaluating divisional needs, preparing budget and potential alternative solutions, reviewing budget reports, overseeing staff allocation, monitoring contracts, and monitoring services and supplies expenditures.

    Directs studies within the County/Department/Division related to a function, program, service, or information technology solution
    by planning, organizing, and directing resources; coordinating the collection, analysis, and presentation of information; and evaluating the effectiveness of the function, program, service, or information system.

    Directs highly complex or sensitive projects or assignments within the County/Department/Division
    by utilizing the appropriate project management tools; following relevant policies, procedures, and professional guidelines; directing resources, and implementing the project/assignment.

    Prepares, reviews, and evaluates a variety of documents and data
    by using appropriate hardware and software programs and using plain language, standard English and applicable professional standards in order to accurately and effectively communicate pertinent information to all relevant parties.

    Interacts with a variety of individuals
    by communicating orally and in writing; representing the Department in a professional manner; collaborating on projects; mediating disputes; participating in various functions and events; making presentations; and providing advice and/or consultation services on matters related to the division's function, programs, or services.

    Oversees the development and/or upgrade of financial, human resources, tax, and related information technology systems
    by applying the results of research, analysis, development, testing, and other pertinent information.

    Requirements

    SELECTION REQUIREMENTS :
    A Bachelor's degree from an accredited* college or university in Accounting , Business Administration , Information Systems , or a related field -AND-

    Five (5) years of any bona-fide supervisory experience **. Two (2) years of the five years of required experience must be in a management capacity*** at the level of the Los Angeles County Class of Chief Accountant ( click here for definition ) or Chief Accountant-Auditor (click here for definition ), Program Specialist V, A-C ( click here for definition ), or Chief Accounting Systems Analyst ( click here for definition ), assisting in the administration of a division/operation with responsibility for directing a major section**** or sections through subordinate supervisors.

    **Bona-fide supervisory experience includes responsibility for planning, assigning and reviewing the work of staff, evaluating employee performance, participating in interviewing and selecting new staff, and performance management.

    ***consults and advises on complex related issues to upper-level management, higher level officials, or executives.

    ****has responsibility for a specific segment of the work of an organization or department.

    Education Requirement Information:

(AICE).

    *International transcripts require an evaluation report which validates and converts international units, credits, or hours etc. into U.S. semester or quarter units. The evaluation report must be done by an evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc .

    *****Official Transcripts : is defined as a transcript that bears the college seal, states "official," and is issued by the school's Registrar Office.     License:
    A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to perform the job.

    Physical Expectations:
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.


    Desirable Qualifications:
    • Possession of a valid Certified Public Accountant (CPA) license issued by the State of California, a valid Certified Internal Auditor (CIA) certificate issued by the Institute of Internal Auditors, or a valid Certified Information Systems Auditor (CISA) certificate issued by the Information Systems and Audit and Control Association.
    • Demonstrated strong management and administrative leadership skills, including the ability to facilitate the establishment of priorities, provide direction, and build an effective staff.
    • Advanced knowledge of State and local laws relative to the functions, duties and responsibilities of the County Auditor and ex-officio County Controller.
    • Demonstrated experience working effectively with public officials, government agencies, outside agencies, and the public.
    • Demonstrated a sound understanding of the accounting principles, budgetary principles, cost principles and fiscal policies and procedures.
    • Outstanding organization and project management skills.
    • Excellent communication (verbal and written) and customer services skills.


    Additional Information

    EXAMINATION CONTENT :
    This examination will consist of one (1) test part: A structured interview weighted 100% of the final score, which will assess fundamental competencies, job knowledge, and ability to direct a division/operation.

    Candidates must achieve a passing score of 70% in order to be placed on the eligible register (hiring list) for consideration of employment. In accordance with Civil Service Rule 7.19, the structured interview is a standardized test; as such, the interview questions and standards are not reviewable by candidates.



    ELIGIBILITY INFORMATION:

    The names of candidates receiving a passing score in the examination will be placed on the eligible list in the order of their score group for a period of twelve (12) months following the date of promulgation.

    NO PERSON MAY COMPETE FOR THIS EXAMINATION MORE THAN ONCE EVERY 12 MONTHS.

    Vacancy Information:

    The eligible list resulting from this examination may be used to fill any Division Chief vacancy in the Department of Auditor-Controller.
