DefinitionThe City of MilpitasIncorporated in 1954, the City of Milpitas is a bustling general-law city supervised by a council-manager form of government. Milpitas is a full-service city that includes Police, Fire, and a water utility and sewer utility. The Council makes planning and policy decisions for residents, and oversees the City’s $253.2 million budget. Issues currently challenging the City include development, quality of life, and traffic.
The Finance Department provides fiscal strategies and operations of the City in accordance with City Council policies and relevant regulations with a small but powerful staff of 30 FTEs. The Department strategizes, manages, and directs programs and activities including fiscal policies, budgets, audited financial statements, compliance, transparency reporting, asset and debt management, procurement, risk management, utility fiscal services, business licenses and excellent customer service.
**This is a part-time, unbenefited, and unrepresented position working 25-29 hours per week and expected to end on November 1 , 2025 ** Examples of DutiesDuties may include, but are not limited to:
- Handle daily cashiering tasks such as processing payments, issuing receipts, and processing transactions.
- Serve as the primary point of contact for residents regarding payments, utility account questions, and general inquiries, both in person and by phone.
- Processes invoice requests from different departments and assist in weekly invoice generation.
- Provide general support to the Utility Billing Team regarding handling customer inquiries, utility account changes, disconnections, and reconnections.
- Manage duties related to SB998, such as generating and managing the weekly tag list for customers at risk of service disconnection, calling residents on the weekly utility cutoff list, and assisting customers in making payments.
- Provides additional administrative support, including filing, document management, and other clerical tasks to ensure smooth office operations.
Typical QualificationsExperience:- One year of fiscal, accounting, and financial office support work.
Education:- Thirty (30) semester units or forty-five (45) quarter units of college with course work in accounting or a closely related field. Additional experience may be substituted on a year-for-year basis.
Knowledge of:- Computer systems and applications.
- Modern office practices, procedures, methods and equipment.
Ability to:- Establish and maintain effective work relationships with City staff, the public, and with depositories.
- Understand and interpret principles, laws, and procedures involved in fiscal record keeping, investment, and accounting functions.
- Maintain accurate records.

Retirement Benefits Federal law requires that employees who are not members of the City retirement plan (CalPERS) be covered under an alternate retirement plan (PARS).
6% of your salary will be deducted for participation in the PARS plan. The City will also contribute 1.5% of your earnings to your PARS account every pay period.
