    OVERVIEW

    POSITION INFORMATION
    The successful candidate will perform fiscal, analytical, planning, and coordination work for a variety of fiscal programs. Work requires knowledge and experience that is specific to the various programs. The specialized tasks involve interpretation of policies, procedures and regulations, coordination/administration, independent functioning and public contact. Work is performed under direct supervision and on a fairly independent basis with minimal direction and guidance.

    Applications will be reviewed in the week of October 28 and interviews will be held in the week of November 4.

    QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

    REQUIRED EDUCATION AND EXPERIENCE:
    • High school diploma or GED and
    • Four years of fiscal/accounting experience utilizing MS excel and other fiscal software programs; or
    • Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work.
    PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS:
    • Previous government experience.
    • Experience supporting all aspects of assigned projects/programs, including coordination, research, customer service, organization, and meeting deadlines.
    Knowledge, Skills and Abilities
    • Ability to effectively organize multiple work assignments, involving competing priorities, to produce work products that are accurate, of high quality, and meet deadlines.
    • Ability to work independently without regular direction and troubleshoot problems in assigned area of responsibility.
    • Excellent oral and written communication skills, including the ability to develop and deliver presentations to executive audiences.
    • Knowledge of basic accounting and mathematics; reviewing and verifying accounting information and performing a variety of calculations for payroll, taxes, and invoices
    • Skill in establishing and maintaining effective working relationships as required by work assignments.
    • Skill in following clearly stated oral and written instructions or procedures
    • Skill in gathering, manipulating and using data utilizing a computer and other tools.
    • Skill in providing program advice and education to the public.
    • Knowledge of County, State, and Federal laws and regulations pertaining to the program.
    • Knowledge of investigative research methods.
    • Knowledge of principles and methods associated with public information dissemination.
    Required Licenses, Certificates, Examinations/Tests and Other Requirements

    • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
    • Authorize and complete a criminal background check. Information received is reviewed on a case-by-case basis and will not necessarily remove a candidate from consideration.
    • Driving record review to verify their eligibility to drive for Kitsap County.

    PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

    • The duties in this position are performed in an office setting utilizing standard office equipment.
    • Work is primarily conducted in the office, but it may occasionally need to be done remotely during regular working hours at the Treasurer's discretion.


    ILLUSTRATIVE EXAMPLE OF DUTIES

    In this role, you will have opportunity to:
    • Responsible for various programs, such as: Monthly Prepayment, LIDs, and Tax Title. Serve as primary contact with program participants; provide information regarding program policies and activities; perform a variety of public relations functions; Compose correspondence, printed materials, and/or news releases related to program policies, procedures, and operations; edit materials for accuracy, appearance, readability, and style; Coordinate program activities and interact knowledgeably with other parties such as affected County departments, other agencies and governmental authorities, vendors, creditors, lien holders, surveyors, title companies, the public, etc.
    • Receive, screen, and direct calls. Conduct computer searches for information. Reply to inquiries and provide information to explain procedures or refer the customer to the appropriate source of information. Researching questions and issues and providing response and recommendations.
    • Receive, receipt, and calculate various payments, fees, and/or fines. Audit and prepare fiscal reports. Use spreadsheets to track, analyze, and report information. Prepare and provide monthly financial reports to the special purpose districts.
    • Calculate payroll, taxes, personal or real property taxes due, and/or AP/AR functions; verify accuracy of others' calculations; process changes or corrections. Perform financial, payroll, reconcile or other financial/numeric work, requiring the application of accepted bookkeeping or basic accounting methods and applications. Reconciles accounts and processes payroll, accounts payables and receivables. Data Entry into financial systems.
    • Provide a full range of general administrative duties by entering records, preparing and completing forms, reports, letters, and written or electronic correspondence. Use spreadsheets to track, calculate, analyze, and report information. Prepare payment batches for scanning. Maintain and destroy records following established policies, procedures and guidelines.

    Retirement:
    Employees are covered under the PERS retirement plan provided through the Washington State Department of Retirement Systems and Social Security.

    Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

    Upon completion of 3 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)
    Sick Leave
    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
