Job SummaryThe purpose of this position is to oversee the water, wastewater, water production, dispatch operations, utilities inspections and warehouse operational areas in relation to water utilities operations. This is accomplished by overseeing the daily supervision of water and wastewater operation; supervising personnel; monitoring water productions operations; and performing customer relations. Other duties include training subordinates; providing equipment, materials, and inventory management; and interacting with other City employees and citizens.
Essential Job Functions- Supervises personnel by observing and monitoring work tasks; providing feedback to employees; evaluating work performance; assisting employees to correct deficiencies; coordinating and conducting training for department personnel.
- Oversees the daily supervision of water and wastewater operation by providing general guidance and technical support to the water, wastewater, and water production supervisors in the conduct of systems maintenance and repairs; water production and storage, facilitating and resolving customer complaints and issues about services. Oversees daily warehouse operations in support of division operations.
- Monitors water productions operations by overseeing the daily water production; monitoring and controlling system levels; dispatching operations; ensuring SCADA system is operational; addressing water quality issues; and ensuring TCEQ regulatory requirements are met.
- Performs customer relations by responding or visiting with various customers and outside entities with regard to water/wastewater issues and complaints; and explaining all aspects of utility service procedures and policies as required in response to customer inquiries.
- Trains subordinates by coordinating subordinate training in relation to TCEQ, safety, operation of equipment, vehicles, and tools; providing enriching development to Field Supervisors and crew leaders; and promoting licensing and certification requirements.
- Provides equipment, materials, and inventory management by administering practices and processes to minimize losses and damages to equipment, tools, materials, and vehicles; ensuring vehicles, tools, and equipment are maintained in an operational status; and coordinating scheduled maintenance of equipment.
- Performs administrative duties in preparing documentation for and monitoring operational budget, prepares and develops equipment and materials specifications and bids, prepares contracts for service agreements and purchase agreements related to services and materials. Solicits for consulting engineering services, prepares council communications for improvement projects of repairs or new construction, attends various departmental meetings, oversee payments of contracting service agreements and contractors. Provides direction and guidance to water utility inspectors related to project management and construction inspection.

Minimum QualificationsAny combination equivalent to experience and training that would provide the required knowledge, skills, and abilities may qualify. A typical way to obtain the knowledge, skills and abilities would be:
- Education: Training beyond high school. Could include some college hours, technical school, or correspondence course
- Experience: Over 5 years of related experience.
- Licenses: Valid Driver's License required.
- Certifications Required: Class B Water Distribution and Class III Wastewater Collection
