    Description

    The Modesto Irrigation District is currently recruiting to fill one full-time regular position in the Power Scheduling Department, Electric Resources Division, to supervise reliable and efficient planning and utilization of the District's and other utility entities electrical and water resources. As per the NERC Reliability Standards requirement for a Transmission Operator as defined by NERC, maintain the responsibility and authority to implement real-time actions to ensure the stability and reliable operations of the Bulk Electric System.

    Any Qualified Individual May Apply. This is an exempt position and is allocated to the Professional and Supervisory Bargaining Unit. The list established as a result of this recruitment may be used to fill other Power Scheduling Supervisor vacancies that may occur within the District through October 7, 2025.

    Examples of Duties

    Duties may include, but are not limited to, the following:

    • Supervise, plan, organize direct and evaluate the work of District personnel in the planning and utilization of the District's and other utility entities electric and water resources
    • Assure compliance with District and other agency regulations, policies, procedures and contractual requirements
    • Assure department personnel respond appropriately to directives from the Balancing Authority or designee and the Reliability Coordinator
    • Train personnel
    • Observe and enforce District Safety Rules
    • Coordinate electric generation, water control, and real-time power purchase/sales to meet system load demands
    • Supervise the preparation of preschedules, operating criteria, power transaction payment authorizations and invoicing
    • Maintain communication with District personnel, other agencies and the public
    • Coordinate the assembly of operating data
    • Prepare logs, records, and reports
    • Develop and administer capital and O&M budgets
    • Evaluate employee performance.

    Other Related Duties
    Other duties as assigned.

    Typical Qualifications

    Any combination of education, experience, knowledge and abilities may satisfy the necessary minimum qualifications. A typical way to obtain the education, experience, knowledge and abilities would be:

    Education:
    High school diploma or equivalent. Graduation from an accredited four (4) year college or university with a degree in mathematics, business, engineering or directly related field. Must be NERC Certified as required for a Transmission Operator as defined by NERC.

    Experience:
    Five (5) years experience in power system scheduling.

    Knowledge of:

    • Principles of effective supervision
    • Efficient water and power system resource scheduling
    • Electrical theory and mathematics
    • Principles of energy accounting, power interchange transactions and interconnected utility operations
    • Day-ahead and real-time energy and capacity markets
    • Accounting/budgeting standard operating procedures
    • Applicable laws and regulations
    • District safety rules
    • Power system operation and generation procedures
    Ability to:
    • Train, instruct, and evaluate personnel
    • Set and achieve goals and objectives
    • Develop and update effective work methods
    • Prepare clear, complete and concise reports
    • Perform statistical data analysis
    • Follow oral and written instructions
    • Work cooperatively and communicate effectively with others

    Special Requirements:
    Must have a valid California Class C driver license. Must maintain NERC certification as required for a Transmission Operator as defined by NERC.
