    Description

    The County of Yuba is currently recruiting for the position of First 5 Program Coordinator. Under general supervision, perform program-specific coordination, planning, development, implementation, and/or evaluation of programs that target children 0-5 their families and community partners and providers that serve them; provide technical support and training to families, community partners, providers and key stakeholders related to program implementation; maintenance and filing of required documents; develop program policies and procedures necessary to coordinate and accomplish program objectives; build and foster community collaborations; provide direct educational services; perform related work as assigned.

    About the First 5 Commission:

    A seven-member commission oversees the work of First 5 in Yuba County, which supports the health, development and well-being of our youngest children through their first five years. First 5 Yuba’s strategic goals and results are organized around three broad areas: Health, Early Education and Family Support. First 5 Yuba’s overarching goal is for all children in Yuba County to enter kindergarten ready to learn, in that they are healthy, participate in quality early care and education, and their families have the resources to help them be fully prepared for school.

    Example of Duties:
    • Plan and coordinate needs assessment to determine local needs of various target groups; research and evaluate available resources; and develop programs accordingly to meet identified needs.
    • Provide long term, short term project management, such as during initial program development as well as during program implementation stages.
    • Research and analyze programs, policies, procedures, organizational structures, existing and proposed legislation and related issues; and formulate recommendations.
    • Oversee the development of data collection instruments, data collector training, sampling plans, data collection methodology, data analysis, report writing, and preparation of dissemination tools used to present results to the community.
    • Design and conduct formal evaluation studies to assess program effectiveness; analyzes, interprets and presents results and recommendations to funded partners

    Ideal Candidate

    This individual will act as an advocate for children and families and have a passion for helping the community. The ideal candidate will show the initiative, ownership and dedication needed to implement a new program. Candidates must have knowledge of early childhood education best practices, child health and development and understand basic public health and child abuse prevention frameworks.

    Qualifications:

    MINIMUM: Bachelor’s Degree from an accredited college or university with major course work in social work, early child education, psychology, public health, health sciences life sciences, physical sciences, or in a management field such as public administration or business administration, and some experience in program planning, coordination and implementation.
    Candidates with strong experience who lack the degree and can demonstrate they possess the required knowledge, skills and abilities are encouraged to apply. Relevant experience may be substituted for the required education on a year-for-year basis.

    PREFERRED: In addition to the minimum, a Master’s degree from an accredited institution with major course work social work, early child education, psychology, public health, health sciences or life sciences, physical sciences, or in a management field such as public administration or business administration or a minimum of two additional years of experience in program planning, implementation and evaluation related to children ages 0 to 5.

    Licenses & Certification: The ability to obtain a valid California Class C driver's license within ten (10) days of employment; maintain throughout employment.

    Special Requirements: Attend meetings and/or events outside of normal working hours. Must successfully complete an extensive and thorough background investigation, which may include Live Scan fingerprinting prior to hire. DMV printout prior to hire. Will be required to perform disaster service activities pursuant to Government Code 3100-3109.

    SOCIAL SECURITY: Yuba County does not participate in the Social Security Program

    MEDICARE: Yuba County does participate in the Medicare Program.

    STATE DISABILITY INSURANCE: SDIprovides benefits to employees who are unable to work due to non-work-related illness or injury. Paid Family Leave (PFL) automatically covers persons covered by SDI.

    MEDICAL: Yuba County offers several medical plan options (HMO and PPO plans available based on eligibility) through CalPERS. To reference the current Rate Sheet, please visit Health Insurance and see General Resources.

    DENTAL/VISION INSURANCE: The County pays 100% of the Basic plan premiums for employee or 80% for employee and eligible dependent(s). Requires participation in Health Insurance benefits.

    *Health Waiver Opt-out of $250/monthly available with proof of other Non-Covered CA, employer sponsored health care coverage.

    LIFE INSURANCE: County provides $50,000 in life insurance coverage. Employees may purchase additional coverage for themselves and dependents.

    EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.

    DEFERRED COMPENSATION: One Voluntary Deferred Compensation plan is available.

    SUPPLEMENTAL QUESTIONNAIRE:

    A completed supplemental questionnaire is an essential part of the examination process for this position. The responses will be reviewed for sufficient detail and will be rated according to pre-determined guidelines. Please include 1) Places of employment; 2) pertinent dates; 3) duties performed, etc. when responding to the questions. If a job includes responsibilities applicable to several questions, separate the different functions of the job to answer all the questions completely. Any experience and/or training listed MUST be identified on your application. Resumes, letters and other materials will not be evaluated or considered as responses to the supplemental questionnaire.

    ONE-WAY VIDEO INTERVIEW:

    One-way interviews may be used as an extension of the application process, as a secondary method of screening large applicant pools or as an oral examination. A panel may be comprised of one individual, typically the hiring authority, or a small group of subject matter experts. Oral examinations can be used to assist in the establishment of an employment list or as part of the hiring decision. The goal of a one-way interview is to simulate an actual in-person interview environment. If one-way video interviewing is utilized in the recruitment process, applicants are provided detailed information including instructions, interview practice options and 24-hour direct support from the County's vendor, Spark Hire.

    QUALIFICATIONS APPRAISAL PANEL:

    This is an oral examination process. Applicants who successfully completed the screening processes and meet the minimum qualifications for the position will be invited to participate in a qualifications appraisal panel. The process consists of three or four panel members along with a subject matter expert who will ask individuals questions related to the essential functions and/or attributes required for the position.

    TESTING ACCOMMODATION:

    WAIVER OF SELECTION PROCEDURES:

    When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.

    EMPLOYMENT ELIGIBILITY LIST:

    An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.

    DEPARTMENT INTERVIEW:

    The First 5 Office will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills, and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
