    POSITION PURPOSE

    This is a professional level supervisory position in the Information Technology Department that is responsible for the deployment and management of the City’s centralized computer systems running in a virtualized environment, mobile device management and administration, disaster recovery planning and testing, messaging environment administration/upgrades, and system security. The IT Systems Supervisor is also responsible for hiring, training, supervising and performance appraisals for the Systems Administrator staff. This position also participates in project planning and management. This position will require occasional evening and weekend hours and will participate in on-call rotation for after-hours emergencies. Work is performed independently and under the management of the IT Operations Manager.

    The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

    • Oversee and be accountable for install server updates and patches on existing infrastructure and security-related hardware and software. Conduct regularly scheduled (and emergency) maintenance, as needed, to minimize downtime and the resulting impact on end-users

    • Communicate technical concepts and technology solutions to management and users clearly, concisely and effectively

    JOB SPECIFIC FUNCTIONS

    Essential Job Functions, Duties, Responsibilities and Tasks
    1. Provide direction, instruction in a supervisory capacity for a team responsible for server administration, service center operations, and cloud administration, including:
    • Manage the IT Systems Administrator Staff
    • Observe performance and assist with problem resolution and coordination of activities proactively
    • Participate in recruitment and selection of staff
    • Provide and oversee training of new employees
    • Evaluate performance of employees and provide continual feedback to staff in annual appraisals
    • Manage staff to maximize productivity and user satisfaction
    • Review reports submitted by assigned staff
    • Schedule staff and approve leave requests and timesheets
    • Manage on-call staff and provides backup support on an as needed basis
    • Extensive experience with core IT infrastructure (Windows Active Directory, VMware, Cisco) and information security systems (Fortinet firewalls, VPN and IDS/IPS as well as Proofpoint & Artic Wolf enterprise cybersecurity)
    • Highly experienced in data center management
    • Azure cloud computing and storage architecture design and implementation
    • Design and implement VMware vSphere virtualization solutions, including server consolidation, high availability, and disaster recovery
    • Configure and maintain VMware ESXi hosts, vCenter Server, and other VMware components
    • Monitor virtual infrastructure performance, identify bottlenecks, and implement optimization strategies to ensure optimal resource utilization
    • Provision, deploy, and manage virtual machines (VMs), templates, and snapshots.
    • Implement and maintain security measures for virtualized environments, including access controls, network segmentation, and VM isolation
    • Create and maintain documentation related to virtualization configurations, procedures, and troubleshooting guides
    2. Handle complex technical system design, administration and troubleshooting
    • Maintain the integrity and security of servers and systems, harden and configure OS with minimal packages and following high security standards
    • Very strong Engineering and Administration on Windows Server Platform
    • Engineer, design, maintain and troubleshoot city owned Data Center Infrastructure and remote facilities
    • Continually address and balance issues of functionality, performance, security, usability and cost
    • Manage and support Active Directory (AzureAD, Directory Services, DFS, DNS, GPO)
    • Engineer, implement and administer the City’s Storage Area Network including integration with our physical, virtual, production, development, and disaster recovery environments
    • Manage the City’s SCADA infrastructure including servers, storage and security
    • Manage the City’s Library infrastructure including servers, storage and security
    • Stay abreast of technology changes and strategies to improve system and network operations and performance
    • Prepare verbal and written recommendations for the Information Systems Manager and Technology Director
    • Participate in annual updates to the Information Technology Strategic Plan
    • Design, manage, and upgrade the City’s VMWare and Azure virtualized environments
    • Perform mobile device management by establishing and deploying mobile device management tools and policies
    • Manage the City’s messaging environment including email (O365), and instants messaging (Teams), mobile messaging applications or tool and unified messaging
    • Monitor data center environment and health of servers using complex management tools
    • Design and test business continuity plans on an annual basis
    • Participate in annual security audit, implement recommended changes bases upon the security audit
    • Conduct performance monitoring and tuning for the server environment
    • Use lifecycle management tools to monitor PC and Servers critical events
    • Manage the City’s mobile computing environment including evaluating, recommending equipment, applications and tools
    • Assist the Information Systems Manager and Information Technology Director in the evaluation of new technology and provides recommendations for future direction
    3. Communicate with and support customers and Information Technology staff, including:
    • Provide support and service to internal and external clients
    • Provide systems support, analysis, troubleshooting, implementation and maintenance with system users verbally and in writing to provide development and enhancement project updates
    • Prepare user documentation for system applications Develop project plans, managing projects, and reviewing written updates of project status from assigned staff and customers as requested
    • Consult with IT and City Departments and divisions to develop plans for system and application solutions to improve business efficiencies
    4. Maintain and support all Information Technology Department and City policies and practices:
    • Communicate successfully and maintain effective relationships with city staff, vendors and other governmental agencies
    • Update automated request-tracking system on a weekly basis
    • Compile monthly and quarterly activity statistics for performance measurement
    • Evaluate cost effectiveness of requests as requested and prepare written and verbal recommendations for the Information Systems Manager
    • Develop, create and/or update project plans as required
    • Participate in monthly planning and status meetings with the IT Management Team
    • Maintain knowledge of server hardware, operating systems, virtualization, desktop and mobile technologies, etc. through seminars, conferences, and workshops
    • Adhere to all established City programming standards and procedures by reading and understanding such procedures
    5. Maintain regular and punctual attendance

    POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

    Education, Experience, Skills, Formal Training, Licenses and Certifications
    Required :
    • Bachelor’s degree in Computer Science, Management Information Systems, Business Administration, or comparable education, certifications and experience
    • Five (5) years of experience in the installation, configuration, troubleshooting and support of networks and Microsoft based servers, including experience in a managing a virtualized environment.
    • Three (3) years of experience in direct management of technical staff
    • Experience in managing a Microsoft Office 365 environment
    • Experience in managing a Cloud Infrastructure environment, (AWS, GCloud, Azure Preferred)
    • Experience in managing a virtualized server environment
    • Experience and training in network and systems security
    • Experience in coordinating technology projects
    • Ability to pass the Criminal Justice Information Services (CJIS) background check

    Applicants for this position must possess or complete the following within the first nine (9) months of employment: Microsoft Certified: Azure Solutions Architect Expert or equivalent. Any equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.

    Physical Requirements
    Work is sedentary in nature and requires sufficient physical stamina and strength for:
    • Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing sometimes for extended periods
    • Frequent squatting, reaching above shoulder and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing and reaching below shoulder to store documents, material and supplies
    • Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
    • Frequent lifting, carrying, push/pulling of up to ten (10) pounds to move material and supplies; occasional lifting, pushing/pulling of up to twenty-five (25) pounds with dollies and carts

    WORKING CONDITIONS
    Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office or other facilities when needed. Exposure to periods of high activity and high stress under demanding conditions. The position requires a great deal of communication with City employees, outside agencies, and vendors.

    401(a) Contribution Rates:
