    Job Appointment: Full-Time
    Work Schedule: Monday - Friday, 8 am-5:30 pm. An alternate schedule may be available.

    The GIS Technician III performs advanced specialized work in the development and use of Geographic Information Systems (GIS); coordinates large, multiple and/or complex GIS projects; performs related duties as assigned.

    This will be challenging and exciting work managing, integrating, analyzing, and sharing GIS data, analytical models, and mapping products to meet the needs of GIS initiatives for the Technology Services Division. It will require sophisticated GIS analysis skills, as well as project management and stakeholder engagement experience.

    This position is part of the Technology Services Division at the Portland Bureau of Transportation (PBOT). The division is made up of BSA’s, Project Managers, Developers, Database and Server Administrators, and GIS Analysts.

    What you’ll get to do:
    • Create and support GIS web and mobile applications within ArcGIS Enterprise and ArcGIS Online.
    • Coordinate with PBOT teams, partner bureaus, and vendors on spatial data collection methods, data management, analysis, and GIS solutions to address the City of Portland’s core values and PBOT priorities.
    • Extract, transform, and load 3rd party data for integration with enterprise systems and data collection assessment.
    • Prepare, design, and produce a variety of maps and other graphic representations displaying layers and attribute data from the database, using cartographic techniques to represent spatial data; develop and maintain data layers, using GIS tools and relational databases; enter attribute data pertaining to specific features into a relational database; incorporate maps, charts, spreadsheet data and text into reports and websites.
    • Consult with business partners to define requirements of GIS requests; research and evaluate available data and propose methods to be used; coordinate with Technology Services Division GIS center of excellence; assist in the development of production schedules for mapping and analysis projects.
    • Assist in installing and testing new GIS software; assist in resolving and troubleshooting GIS-related problems and requests; support hardware such as tablets and mobile phones and related accessories; provide GIS software training for bureau personnel; support general IT support needs such as mobile device troubleshooting, password management, and other app usage.
    • Develop integrations between GIS and other platforms to enable map-based data collection and reporting using data from a variety of systems; learn how to configure integrations with other solutions; collaborate to bring forward improvements in how GIS is utilized to support staff in their work.
    An ideal candidate will have at least 5 years of professional experience specializing in GIS.

    To Qualify

    Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training and/or experience, meets each of the following minimum qualifications:
    Experience in applying geographic information system concepts and techniques, including cartography, map design, computer mapping and attribute data conversion, transfer, manipulation, and analysis using a variety of Esri software solutions. Experience performing difficult technical research, analyzing complex GIS related problems, evaluating alternatives, and recommending or adopting effective courses of action.Knowledge of web GIS and mobile GIS, including ArcGIS Online Platform, ArcGIS Enterprise, Experience Builder, Dashboards, Instant Apps, WebApp Builder, web services, Field Maps, Quick Capture, Survey123 and Python programming language and its application to GIS.Experience working with multiple and diverse internal and external stakeholders to deliver accessible, usable information to inform decision-making, and to communicate how and why data collection and analysis decisions were made.Ability to establish and maintain effective working relationships with management and staff of multiple City bureaus and offices, representatives of other public agencies, community-based organizations, the public, and others encountered in the course of this work. Experience leading other GIS professionals: managing their workflows, checking work, implementing data standards, and scheduling projects.
