    BUSINESS SERVICES ANALYST

    SALARY INFORMATION
    In addition to performance-based merit increases, this position is scheduled to receive a salary range increase on the following date:

    Effective June 27, 2025 - 4.0% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is being held to establish an open eligible list to fill current and future Business Services Analyst positions within the OC Community Resources/ OC Housing & Community Development. The eligible list established may also be used to fill similar and/or lower-level classifications throughout the County of Orange.

    OC HOUSING & COMMUNITY DEVELOPMENT

    OC Housing and Community Development administers the County’s affordable housing development, community development, and rental assistance programs through the Orange County Housing Authority, Housing Development, and Community Development Divisions. This includes oversight for financing of multi-family affordable rental housing developments, first time home buyer programs, administration of the rental assistance program (Housing Choice Vouchers), the distribution of Federal Community Development Block Grant (CDBG), HOME Investment Partnership Act (HOME), and Emergency Solutions Grant (ESG) for public facility and improvement, public service, and housing rehabilitation. The Program also provides administration of the County’s Housing Successor Agency.

    THE OPPORTUNITY
    OC Housing & Community Development (OC H&CD) has a rewarding and challenging opportunity for a business/administrative services professional handling various department-wide and/or high-profile projects and activities. The successful candidate must possess highly developed organizational skills, be deadline-driven, self-motivated, and have the ability to quickly pivot between tasks and projects. This role is new to OC H&CD and will lead the newly created Business Services Unit and be responsible for supervising a team of two Staff Specialists. The position will initially report to the OC H&CD Director at the headquarters located in Santa Ana, CA.

    The OC H&CD Business Services Analyst will be responsible for managing the OC H&CD Business Services Unit supporting the administrative functions of the OC Housing Authority, Housing Development, and Community Development Divisions. The position will plan, develop, manage, and implement administrative support for OC H&CD, with responsibilities that include, but are not limited to, the following:

    • Manage the Business Services Unit to provide support to OC H&CD and supervise a team of two Staff Specialists, including conducting performance evaluations, employee development, hiring, training, discipline, and termination procedures.
    • Provide complex analysis and lead team initiatives in program support operations for OC H&CD, including budget development and coordination; CAPs+ review and vendor set-up; procurement/purchasing processes including contract review; records management and retention and public records act requests; developing and auditing policies and procedures related to program activities; human resources reporting; facilities oversight and management, including security and safety protocols at 1501 E St. Andrew Place; analysis of workforce data; utilization of incident and safety reports and safety concerns to improve safety measures and implement solutions that would be used to create and update safety policies and procedures used by the Department Safety Representative.
    • Implement critical and analytical items and processes that have significant impact to the County, Board of Supervisors, and the public in the areas of housing and community development such as develop and coordinate Agenda Staff Reports; lead Board special projects and county-wide initiatives such as Board Directives and priorities in housing which includes monthly and bi-monthly reports on the status of Affordable Housing Development and Rental Assistance programs to the Board of Supervisors based on review and analysis of housing data; perform legislative analysis of housing and community development proposed legislation at the Federal and State level including making recommendations to the Director on proposed legislation to be included in County's legislative platform; grants management, application and tracking related to funding for critical Housing and Community Development activities essential to community improvements and housing opportunities to low-income individuals and households in Orange County.
    • Implement program support for the public facing Housing & Community Development Commission and administration, including the review and implementation of Brown Act procedures; Boards, Committees and Commissions policies and procedures; handle and respond to public inquiries and comments from the public or County officials related to the Commission; review and analyze required by-law updates and make recommendations to the Director and County Counsel.
    • Manage Public Information Office (PIO) requests and coordinate with OCCR’s Public Information Officer (PIO). Review and respond to public and Board of Supervisors information requests. Review and analyze information provided in Annual Reports for housing and community development activities. Update and maintain OC H&CD website. Prepare presentations and briefings for Director and Division Managers’ meetings with high-level County executive staff such as CEO (County Executive Office), BOS (Board of Supervisors), public/advisory body meetings, and outside agencies. (i.e., special projects, proposals, annual strategic plans, etc.)

    • Develop and evaluate OC H&CD’s MOUs (Memorandum of Understandings) and MOAs (Memorandum of Agreements) with inter-county departments and third parties, ensuring the development of new MOAs and MOUs are consistent with department and county policy.

    • Implement Countywide directives including monitoring program performance and reporting.
    • Research, analyze, and update OC H&CD policies and procedures, as requested.

    A hybrid telecommuting work schedule may be available for this position. This may revert to a regular on-site schedule depending on business needs .

    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
    The ideal candidate will possess three (3) years of experience providing administrative support to multiple programs across a government, nonprofit or private organization. The ideal candidate will also have at least one (1) year of leadership or supervisory experience.

    In addition, the ideal candidate will also possess demonstrated expertise in the following core competencies:

    TECHINICAL EXPERTISE
    • Ability to research, analyze, and develop reports and recommendations.
    • Reviewing and coordinating budget development, procurement functions, facility management, and Agenda Staff Report development.
    • Developing and evaluating Department MOU’s and MOA’s with various County agencies.
    • Demonstrating experience in supporting a Commission, Board or Committee and developing Agendas, reviewing Brown Act and conducting meetings.
    • Proficient computer skills with knowledge and experience in Word, PowerPoint, Excel, Visio, etc.

    EFFECTIVE COMMUNICATION AND LEADERSHIP
    • Demonstrating effective written and verbal communication skills.
    • Ability to lead a team and work cooperatively with contractors and other staff.
    • Interacting effectively with other government agencies, public and private partners, community leaders, customers, and the general public.
    • Presenting ideas and complex material clearly, concisely, logically, and persuasively both orally and in writing.
    • Using creativity and innovation in achieving business objectives and making suggestions for improvements.
    • Building effective working relationships inside and outside the organization.
    • Exhibiting courage to take action by tackling difficult challenges.

    PLANNING AND ORGANIZATION
    • Planning, prioritizing work and managing time effectively, handling multiple projects simultaneously, effectively, and meeting deadlines consistently.
    • Ability to determine necessary sequence of activities and the efficient level of resources needed to achieve short and long-term goals.
    • Demonstrating an aptitude for critical thinking, problem solving, and decision making.
    • Demonstrating strong organizational skills with attention to detail.

    RECRUITMENT PROCESS

    RECORDED STRUCTURED ORAL INTERVIEW (rSOI) | (Weighted 100%)
    The rSOI is a timed oral interview conducted virtually through an online vendor. Applicants will be asked a series of structured questions designed to elicit the applicant's qualifications for the job. All applicant responses will be video recorded so that they can be evaluated against pre-determined criteria by a panel of job knowledge experts. Only the most successful candidates will be placed on the eligible list.

    Based on the Department's needs, the selection procedures above may be modified. Candidates will be notified of any changes in the selection procedures.

    ELIGIBLE LIST
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.
