Education and Experience : A Bachelor's Degree or higher in Computer Science, Computer Information Systems, Information Technology or a related field, and six (6) years of progressively responsible experience in enterprise network administration and/or large systems administration, including two (2) years of supervisory experience.
Licenses and Certificates : A valid Texas Class "C" Driver's License or equivalent issued by another state by time of appointment.
General Purpose
Under general direction, plan, organize, monitor and manage the Utility’s hardware systems, networking and phone systems in a secure, reliable and efficient manner.
Typical Duties
Plan, organize, direct, analyze and review Server, Network and Phone Systems infrastructure and staff requirements. Involves: Develop, implement and maintain policies, procedures and associated training plans for infrastructure administration and project management. Design and implement short and long term strategic plans to ensure infrastructure capacity meets existing and future requirements. Prepare RFP's, bid proposals, contracts, scope of work reports, and other documentation for infrastructure projects. Define hardware and systems standards in conjunction with owners and stakeholders. Conduct research and make recommendations on products, services, protocols and standards in support of all infrastructure procurement and development efforts. Establish service level agreements with business units.
Manage and set priorities for the design, maintenance, development, and evaluation of all infrastructure systems, including Group Policies, Backup Scheduling, Security Standards and VM Environment. Involves: Conduct feasibility studies for various upgrade projects, improvements and other conversions. Provide network performance statistics and reports. Develop strategies for maintaining backup, security, storage and server infrastructure. Manage operational costs; conduct near and long term financial forecasts for expanded functionality and user base. Establish and maintain regular communication with the organization's executives, stakeholders, department heads and end users regarding pertinent infrastructure activities. Practice IT asset management, including maintenance of component inventory and related documentation. Assist with the planning and deployment of infrastructure security measures.Assist with and/or lead capacity planning and architecting of networking, servers, storage, and telephony to meet the strategic and business needs of the Utility. Involves: Assist with system analysis and design, research, vendor collaboration, sizing, and budgeting. Assist with the administrative maintenance of enterprise infrastructure which includes procurement, contracting, purchase order oversight and payment processing.
Serve on interdisciplinary project teams with participating departments and collaborate with consultants, vendors, contractors, and subcontractors in the implementation and deployment of technology projects. Involves: Manage and define diverse stakeholder expectations on cross-functional project teams. Develop consensus on project schedules and inform management of project progress and potential schedule slippages. Review project to ensure the required training and resources are available. Identify project objectives and deliverables. Use project management tools and techniques to accomplish the project goals and objectives. Collaborate with stakeholder and user department personnel to establish priorities. Develop and implement plans to communicate with the involved project stakeholders and management. Identify project risks which are likely to affect the project and design strategies to manage and mitigate those risks.
Assist in the formulation of business strategy based on firsthand knowledge and experience. Involves: Represent the IT department at various meetings and conferences and interact with a wide range of executives, department directors, coworkers and the public. Advise supervisors in a timely manner of situations or issues that have or could lead to deviation from expected results and recommend appropriate solutions or options. Perform related professional and managerial duties as required. Substitute for supervisor during absences if delegated to maintain continuity of services and operations and similarly substituting for subordinates.
Supervise assigned subordinates. Involves: scheduling, assigning, instructing in, guiding checking and evaluating work; arranging for or engaging in employee training and development; enforcing personnel rules and regulations, standards of conduct, work attendance, and safe work practices; counseling, motivating and maintaining harmonious working relationships among subordinates; recommending staffing and employee status changes; interviewing applicants.
