THE CITY
Culver City is a Charter City incorporated in 1917, and is a destination filled with outdoor cafes, unique shops and galleries opening onto pedestrian-friendly boulevards. Culver City has dedicated staff of approximately 800+ employees with an overall operating budget of over $325 million. The City provides a full range of municipal services including Fire, Police, Housing & Human Services, Planning & Development, Public Works, Parks, Recreation, and Community Services, and Transportation.
THE POSITION
RISK MANAGER
Full-Time, Benefited, Unclassified (At-Will)
The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks or may perform similar related tasks not listed here.
Assists the Human Resources Director in developing and implementing the Citywide emergency response team. Plans, manages, and oversees the daily functions, operations, and activities of the Risk Management division, including insurance, safety management and training, property and liability and worker’s compensation claims management. Detects risks, analyzes treatment options and determines risk-financing solutions. Oversees City’s Safety program including OSHA compliance, environmental issues, ergonomics and workplace safety and safety committee. Assists legal counsel in preparation for litigation as necessary. Prepares and monitors the Risk Management division’s budget. Develops and implements an employee safety program which effectively identifies causes of employee accidents and initiates purposeful action to eliminate the causes or minimize their impact. Reviews loss prevention reports to assure compliance with recommendations for minimizing or eliminating such causes. Surveys the City’s programs, facilities, and operations to identify exposure to liability, hazards, and to evaluate incurable risks. Interacts with the Finance Department and City Attorney’s Office in the review of contracts to minimize risk exposure. Evaluates costs and benefits of alternate risk financing programs, including insurance and self-insurance. Sets guidelines for risk retention through the use of deductibles or self-insurance. Prepares insurance specifications, reviews bids, and make recommendations for placing insurance or retaining risk. Approves and audits all property and casualty insurance premium billings. Maintains liaison with claims administrators and/or insurance companies in managing claims and in renegotiating conditions of policies and contracts. Monitors and maintains liaisons with adjusters, brokers, agents, and claimants. Advises employees on workers’ compensation status and benefits and coordinates with other departments on subrogation actions. Implements the City’s self-insured liability and workers’ compensation, unemployment, employee medical and disability programs and the mandated Drug/Alcohol program for Transit and Sanitation. Studies governmental regulations, laws, and rulings concerned with insurance, analyzes their impact on the City and its programs, and recommends appropriate action to stay in compliance. Confers with management and provides technical advice and information regarding insurance and employee benefit matters. Keeps informed on current developments and trends in the field of risk management.
MINIMUM REQUIREMENTS
Education & Experience:- A Bachelor’s degree from an accredited college or university with a major course work in human resources, business or public administration or a related field. AND;
- Four (4) years of increasingly responsible experience in the administration of risk management, safety, or similar programs. A Master’s degree may be substituted for one (1) year of work experience.
License and Certificates:- Designation as a Certified Risk Manager (CRM) or Associate in Risk Management (ARM) is required.
- Possession of a Self-Insurance Administrator (SIA) Certification, issued by the State of California, Department of Industrial Relations is required.
- Possession of a valid California Class C driver's license.

EXAMINATION PROCEDURES
Application Review : Applications and responses to the supplemental questions will be reviewed during the week of October 28, 2024. Applicants who are deemed most qualified will be invited to participate in an Oral Appraisal Interview.
Oral Appraisal Interview (weighted at 100%): To evaluate training, experience and personal qualifications. (Tentatively scheduled during the week of November 4, 2024)
SELECTION PROCESS
The selection process will include the following to determine suitability for the position:- Selection Interview with the Human Resources Department.
- Background and reference check, including Live Scan fingerprinting.
- Medical Examination; candidates must pass a pre-placement medical examination.
