The PositionThe Senior Buyer participates in the day-to-day purchasing activities, including purchasing and arranging for the purchase and procurement of a variety of materials, supplies, equipment and services required by the County of Napa; and provides technical staff assistance in related activities of the purchasing functions of the County. A Senior Buyer performs the full range of higher level and routine purchasing activities including procurement of services, supplies, equipment and materials using informal and formal bids. The Senior Buyer also provides lead responsibilities over assigned staff.
Scheduled salary increases and Winter Time Off (WTO):
- 3.5% COLA increase effective 7/01/25
- 3.5% COLA increase effective 7/01/26
- 32.0 hours of paid Winter Time Off (WTO)
This recruitment is being conducted to fill 1 (one) full-time vacancy. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.
Position Requirements EXPERIENCE AND EDUCATION: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: Four years of purchasing experience to include direct responsibility for buying, receiving, storing and issuing a wide variety of commodities with extensive vendor and customer contacts, and/or maintaining inventory control records. Some experience working in a governmental agency is desired.
Education: Three years college completion with coursework in procurement or business administration. A Bachelor's or higher degree in procurement Business Administration is highly desired.
License or Certificate:* Possession of a valid California Driver's License.
Purchasing Certification is desired, with preference for Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO).
*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

CONFIDENTIAL EMPLOYEE BENEFITS INFORMATIONSALARY -Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
CONFIDENTIAL -$300.00 per month confidential pay ($150.00 paid twice monthly). The County contributes a proportionate amount of this pay for employees in less than full-time positions.
