    The Position

    Job Appointment: Regular, Full time

    Work Schedule: Monday - Friday, 8am-5pm. Alternate schedule may be available.

    Work Location: This position has an exception to work primarily remote. However, there will be instances when it is necessary to come onsite for work (with advance notice). R emote work must be performed within Oregon or Washington. For more information, click here .

    About the Position:
    Join the City of Portland in a key strategic role as the SAP Technical Manager (Information Systems Manager I) for the Enterprise Business Solutions (EBS) team. This position offers a unique opportunity to strategically continue leading the transformation from our existing platform to the next SAP generation to provide a citywide platform through innovative technology solutions. Working with a dedicated team and across the city, you will be at the forefront of creating meaningful change and transition to best-in-class SAP cloud technology and leveraging your expertise to provide the system of record for all the city's Human Capital Management and Financial Management activities. In this role, your responsibilities include, but are not limited to:

    As the SAP Technical Manager, you will:
    • Regularly meet with bureau business owners and EBS functional teams to collaborate and understand their needs, strategic outlook and objectives to help develop the SAP technology roadmap and deliverables to support the City's goals with enterprise solutions.
    • Plan, prioritize, and review the work activities of the EBS technical team, identifying resource needs including SAP functional resources and other BTS teams to properly source and allocate work efforts appropriately.
    • Work with the EBS Division Manager and other Group Managers to align on priorities and effectively manage team resources to meet commitments. When delays occur, communicate quickly with a plan to remediate. City partners include EBS/BTS, Bureau of Human Resources, Financial Accounting, and others.
    • Understand technology trends, SAP's strategic roadmap including developing new or improving existing processes to support cloud solutions and other emerging technologies.
    • Oversee incident management including the monitoring of SAP support tickets to assure they are being addressed within the defined timelines with a clear resolution.
    • Support yearly patch activities by guiding the team to research, analyze, apply and test SAP support packs ensuring that the system and security is compliant with federal, state, local, and industry rules/regulations as relevant to the City's bureaus.
    • Develop relationships and participate in the communication, negotiation, and accountability with our key vendor partners. Apply knowledge to read and understand contracts, addendums to ensure they are properly executed. Understand and participate in the procurement process including BTS Purchasing and BTS Invoicing.
    • Provide and coordinate staff training, employee development plans, performance management, coaching, and annual performance reviews. Guide team to look for continuous improvement opportunities that reduce the costs of run/maintain activity as well as other areas that could drive savings. Understand and participate in 5 Year strategic planning.
    • Oversee and participate in the configuration, set up and testing of complex projects, system enhancements and key initiatives to expand and improve the SAP landscape. Monitor to ensure delivery is on time, on budget and meets the objectives of the project. Effectively direct staff and provide meaningful input on the following: run and maintain activities, development of system solutions that meet the needs of the city, system security, city code and applicable state, county, and city mandates.
    About the Team:
    The Enterprise System Solutions (EBS) Team is an innovative team that supports, maintains, and implements new platforms and integrations to support citywide processes in key areas such as Human Capital Management and Financial Management. This group of highly motivated professionals are accountable for supporting the overall citywide SAP system and modules to provide innovative, integrated, cost-effective enterprise solutions that meets the needs of the City of Portland. This includes everything from the security and infrastructure of the system to new module implementation, interfaces to other key city applications and ensuring the accuracy and integrity of the system. SAP is a software application, that integrates information for financial, human resources, and procurement business processes, also known as an Enterprise Resource Planning (ERP) system.

    The following minimum qualifications are required for this position:
    Leadership - Experience successfully leading and managing a team of SAP technical professionals, including promoting a collaborative, team-oriented environment built on trust, a shared vision, and commitment to deliver value. Provide leadership and direction to deliver quality projects, on time, on budget. Technical/Functional Skills - Strong understanding of SAP systems landscape which includes SAP Enterprise Resource Planning Central Component (ECC), Portal, Business Warehouse, Interface, Solution Manager, and Business Objects (BOBJ). Expertise in the integrations between Human Capital Management and Financial Management activities. Ability to understand the infrastructure and security landscape and supporting processes. Budgeting/Fiscal Responsibility - Solid understanding of budgeting processes to manage a large technical team. Ability to develop and analyze accurate work estimates with supporting assumptions and rationale. Communication - Ability to effectively communicate at a high level with leadership and stakeholders, and ability to adjust communication to fit your audience including communicating technical concepts. Strong listening skills to translate business requirements into business solutions including technical specifications. Product Delivery - Ability to anticipate future events and obstacles and identify strategies to resolve challenges to meet business needs. Ability to prioritize and take responsibility for individual tasks, as well as the overall success of the team. Management. Strong experience managing, mentoring, assisting with career planning, and hiring SAP technical professionals. Assist with the preparation and review of Statements of Work (SOW) for all project contracts that are in the responsible area. Applicants must also:
