    Charleston County’s Facilities Management Department is seeking an experienced, self-motivated Construction Field Manager to serve as the on-site County Representative for the County’s new construction and renovation projects. The successful candidate will have knowledge and experience across many or most areas of commercial construction as well as a practical knowledge of construction methods, equipment, and materials. Candidate will visit construction sites and maintain day-to-day surveillance over contractors’ office and field activities, observing, reporting, and providing feedback on progress, quality, and safety of all construction activity. Candidate will assist assigned project managers in achieving project success by identifying potential problems in advance and helping to resolve them to minimize their impact to progress, quality, and cost.

    Duties and Responsibilities

    Serve as County Representative on each construction site, be prepared and knowledgeable on how to act and interface with using agencies, authorities having jurisdiction, elected officials, private citizens, and the media. Maintain harmonious and effective working relationship with all project team members.

    Observe and report daily on the contractor’s efforts to manage job site conditions and personnel on site. Report and correct where contractually negligent. Take photographs of construction progress or deficiencies as needed.

    Verify that contractor takes appropriate action to protect project materials and work prior to severe weather. Report where deficient.

    Perform bid?ability and construct?ability reviews of in?progress designs and potential changes, share best practices, experience and lessons learned for benefit of design professionals at earliest stage possible.

    Monitor submittal process with County PM to ensure County/consultant action items are tracked and deadlines met to prevent delay in planned construction activities. Verify that submittals are approved, and materials comply with specifications.

    Prior to start of all features of work, observe and report on contractors’ preparation and effort to coordinate in advance, including planning for outages and contingency plans have been established.

    Conduct a 9?month completion inspection, document and notify County PM of any latent defects or deficiencies observed. Assist PM with completion of a record of lessons learned for each project.

    Be knowledgeable of all contract requirements. Monitor work for compliance with contract. Report deficiencies to the County PM to prevent impacts to project. Report on?site conditions, progress, and

    contractor’s efforts, daily.

    Monitor and report on contractor’s contractor quality control practices. Observe corrective actions and confirm contract specifications are met. Participate in substantial completion inspection, punch list, and

    commissioning.

    Monitor and report on contractor’s project documentation. Verify that reports are complete and accurate.

    Coordinate with consultants or agencies for all third?party special inspections. Verify all are carried out effectively. Distribute test reports to all stakeholders.

    Attend project meetings and confirm contractor tracks all significant outstanding action items through close?out. Keep County PM informed of all progress and any potential for delays.

    Review schedule submissions and pay applications and advise contractor and County PM where inaccurate. Prepare daily reports on progress and contract conformance.

    Review all change order requests and make recommendations to County PM. Coordinate or inform County PM of any owner action items in advance to prevent delay.

    Act as primary contact person to coordinate closeout actions in a timely fashion to include O&M manual submission, list of warranty start/expiration dates and stipulations, equipment trainings, and record drawing submission.

    Minimum Qualifications

    Requirements:

    • Five years or more of experience in commercial construction.
    • Knowledge and experience with multiple trades to include general construction, site work, plumbing, HVAC, electrical, and fire protection.
    • Strong leadership skills with focus on creative problem solving and conflict management.
    • Excellent organizational skills and ability to manage multiple simultaneous projects with minimal supervision.
    • Demonstrated capacity for confronting difficult situations, functioning under stress, and maintaining composure.
    • Demonstrated ability to communicate effectively, orally and written.
    • Must be available to respond to County or project emergencies 24 hours per day, seven days a week.
    • A valid South Carolina driver’s license is required.


    Preferred Qualifications:

    • Experience as a superintendent of commercial construction projects.
    • Degree or Certificate in Construction Management
    • Knowledge and experience with scheduling and cost estimating.
    • Experience with full Microsoft Office 365 suite of applications along with mobile electronic device use.
    • Construction experience with courthouses, correction facilities, government facilities, parking garages, EMS and fire stations, medical buildings, fuel, and communication facilities.

    * NICET certification, other recognized inspection credential.

    * Seismic knowledge, low voltage/technology experience is a plus.
