The Job

This recruitment is only open to current San Bernardino County, San Bernardino County Fire Protection District , or Special Districts employees who hold a regular, contract, extra-help, recurrent, Public Service Employee (PSE), Work Experience Program (WEX) or intern position. Former PSE, WEX, or interns are eligible to apply up to 6 months from the end of their assignment.

The Human Services Program Integrity Division (HS PID) and the Human Services Research, Outcomes, and Quality Support (HS ROQS) units are recruiting for Human Services System (HSS) Quality Review Specialists who perform quality review work for one or more categories of public assistance such as CalWORKs, CalFresh, Foster Care, etc. HSS Quality Review Specialists conduct specialized eligibility audits, reviews, and investigations for the various public assistance programs. Incumbents also interview customers, individuals, and representatives of business/government organizations for fact verification and discrepancy resolution regarding the correct issuance of cash aid, CalFresh, General Relief, and other public assistance programs.

This position may require frequent field-based travel, home visits, and working outside of the office. Be sure to mark a willingness to work within a field-based position that may require frequent travel in order to be considered.

CONDITIONS OF EMPLOYMENT

Travel: Travel throughout the County is required. Employees will be required to make provision for transportation. A valid California Class C driver license and proof of liability insurance must be produced and maintained for the individual providing the transportation.

Work Assignment: Applicants must be willing to accept assignment in San Bernardino in a field-based position. If willingness to work in San Bernardino in a field-based position is not indicated on the Supplemental Questionnaire, the application will be disqualified.

Minimum Requirements

Education: Eight (8) semester (12 quarter) units of completed college coursework in behavioral/social science or business/public administration. Completion of the San Bernardino County Management Leadership Academy (MLA) program will be accepted toward the required coursework on the basis of four (4) quarter units of credit per MLA track completed. A list of completed college coursework or legible transcripts must be submitted with the application if the applicant does not possess an Associate's degree or higher in one of the qualifying fields of study indicated above.

Experience: Three (3) years of journey-level experience, equivalent to an Eligibility Worker II, or higher, in San Bernardino County, determining eligibility for public assistance programs in a California Department of Social Services. Candidates must have been employed in this capacity within the last six (6) months. Note: Eligibility Worker I/Trainee experience is NOT considered qualifying and must be clearly separated on the application from time spent as a journey-level Eligibility Worker II or higher. Employment Services Specialist/Trainee experience is also not considered qualifying.

Substitution: One (1) year of additional qualifying journey-level experience indicated above may substitute for the required education.
