    Job Summary:

    The Associate Director for Employee and Labor Relations (ELR) reports to the Executive Director of Employee and Labor Relations Human Resources. This position provides leadership in the administration of a comprehensive range of services, policies, and procedures related to employee relations, labor relations, and conflict resolution. The Associate Director for Employee and Labor Relations participates in all aspects of institutional planning in support of the mission and goals of the university ensuring that all faculty, students and staff have the opportunity to succeed. This position serves as the primary point of contact in collaboration with Faculty Affairs and Development to address faculty related matters.

    Responsibilities:

    Serve as a strategic thought partner in collaboration with the Executive Director of Employee and Labor Relations to identify areas and sources of conflict. Develop and implement conflict management strategies to address problems. Identify themes of concern for university leadership and recommend associated approaches to address them including changes to policies and practices.

    Conduct grievance meetings and written responses at the University level based on bargaining agreement. Conduct workplace investigations including faculty, staff, and/or supervisor complaints.

    Responsible for administering and interpreting labor/union contracts for compliance with requirements and for providing ongoing guidance to University managers and supervisors on meeting responsibilities as defined by the Collective Bargaining Agreement (CBA).

    Collaborates with Legal Counsel to determine the best course of action on litigation matters, participates in hearings and mediations. Represents, when appropriate, the University at State Personnel Board, Unfair Labor Practice Charge hearings, and Unemployment Compensation Hearings.

    Provides advice and counsel to managers and assigned client groups on such issues as performance management, complex organizational changes, workplace climate and other related areas. Reviews and conducts risk assessment for employee personnel action to determine the appropriate level of corrective action and discipline up to and including termination.

    Promote and support university efforts to accomplish diversity and inclusion initiatives that attract and retain a diverse and talented workforce at all levels in the university.

    Minimum Qualifications: Required Education and Experience

    Bachelor’s degree in Human Resources Management, Public Administration, or a related field.
    5-8 years of professional and supervisory experience

    Required Knowledge, Skills, and Abilities:

    • 5 years of progressively responsible experience with exposure to a broad range of HR functions (labor/employee relations, recruitment, hiring, compensation, leaves, benefits, payroll, workers compensation).
    • Experience with employment-based investigations.
    • Experience in facilitating training sessions and coaching individuals in one one-on-one meetings

    Compensation and Benefits:

    Anticipated Hiring Range: minimum $7,500 - maximum $10,000 monthly.
    Classification Salary Range: minimum $4,812 - maximum $15,449 monthly.

    The salary offered will take into account internal equity and experience among other factors.

    The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year.     Position Information:
    Work status: Full-time/Exempt/At Will

    Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.

    Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

    This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

    This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.

    First considerations will be given to candidates who apply by Monday, October 7, 2024 and will continue until the position is filled; however, the position may close when an adequate number of qualified applications are received.

    As of January 1, 2022, the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.

    Conditions of Employment

    Background Check

    Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

    The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
