    The County of Monterey Health Department’s Behavioral Health Bureau (MCBH) has openings for multiple full-time Behavioral Health Services Manager IIs (BHSM II). The Bureau currently has vacancies in Access to Treatment/Adult System of Care (ASOC), Children and Youth System of Care (CSOC), and Community Crisis Services.

    SUMMARY OF POSITION

    The Behavioral Health Services Manager II works under general direction to plan, organize the program and/or provision of services of a major program within the Behavioral Health Bureau. Incumbents in this position supervise the operation of program elements and staff; monitor contract services; supervise staff; act as a liaison to community groups, agencies, and state representatives; and participate in budget planning, preparation, and monitoring.

    The Behavioral Health Services Manager II overseeing South County Integrated Access to Treatment / Adult System of Care (ASOC) provides programmatic oversight and provision of behavioral health services in the South Monterey County Region which includes the Soledad and King City Behavioral Health clinics. The position is responsible for the planning, directing, and evaluation of programs, including oversight of policies, regulations, and operational procedures, as well as the administration of treatment programs for individuals and the community with the goal of restoring clients to successful functioning within the community. Additionally, this position serves as Project Director for the Proposition 47 grant administered by MCBH, and the monitoring of contracted services. This is a multi-year grant with a wide array of services and supports provided by community-based organizations and other partners to provide services to system involved community members impacted by Substance Use and/or Mental Health conditions.

    The Behavioral Health Services Manager II in the Children and Youth System of Care (CSOC) will oversee the Transition Aged Youth (TAY), Children’s Outpatient (New Paths) and Post Hospital services for Children and TAY countywide. CSOC provides intensive behavioral health services to youth and young adults experiencing serious emotional disturbances, early onset psychosis, or recent psychiatric hospitalization. The role involves supervising program operations and personnel, managing contracts, collaborating with internal / external partners, and directing budget planning and monitoring to ensure high-quality, community-integrated behavioral health services. This BHSM will coordinate care across clinics, homes, schools, and emergency settings, working closely with hospitals, community crisis services, schools, and other partners to ensure timely transitions, stabilize high-risk youth, and support recovery through collaborative, family-centered care.

    The Behavioral Health Services Manager II for Community Crisis (Mobile Crisis) Services will oversee the provision of 24/7 mobile crisis services throughout Monterey County, to include MCBH’s internal Mobile Crisis Team and the continued coordination/integration with our external contract provider partners, and emergency service personnel to include Emergency Communications Dispatch / 9-1-1, 988 Suicide & Crisis Lifeline, and our local Community Crisis Line of Monterey County. This BHSM will work closely with internal MCBH teams and community partners, local service providers, hospitals, law enforcement and other first responder partners to maintain collaborative professional relationships, troubleshoot high risk situations, and ensure quality services and timely access to care. This BHSM will work closely with their Deputy Director in the coordination of Crisis Intervention Team (CIT) training and other MCBH Specialty Team response efforts.

    This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority in accordance with the Flexible Staffing Program and Guidelines.

    Examples of Duties

      ◦ Plans, directs, monitors and evaluates assigned program elements, including contracted services, to ensure compliance with regulations and quality service.
      ◦ Plans and manages program through subordinate supervisors, professional and support staff; selects, trains and evaluates performance of staff.
      ◦ Prepares and supervises the preparation of policies, procedures, administrative manuals, guidelines and standards. Interprets Health Services policy objectives and operational procedures to subordinate staff, sets standards for performance and ensures that appropriate training is carried out.
      ◦ Plans and administers an Adult Behavioral Health Program that includes assessment and development and implementation of treatment programs for individuals and the community with the goal of restoring clients to successfully functioning within the community
      ◦ Plans and administers Children's Behavioral Health Services to seriously emotionally disturbed children and adolescents in a manner that is family focused with parental and interagency collaboration in planning and delivery of service wherever possible.
      ◦ Plans and administers integrated substance abuse treatment and prevention services provided for continuity of care, accessibility and gaining community acceptance.
      ◦ Plans and implements quality improvement programs in accordance with federal and stat regulations. Identifies areas where service needs improvement. Assists regulatory agencies with reviews and audits. Provides or oversees training of staff and contract providers in matters of regulatory compliance.
      ◦ Analyzes existing and proposed federal and state legislation and regulations for their impact on program operations and funding.
      ◦ Develops and administers the annual budget for an assigned area.

    THE SUCCESSFUL CANDIDATE

    Will have a proven track record demonstrating the following knowledge, skills and abilities:

    Thorough Knowledge of:
      ◦ The principles and practices of diagnosis and treatment of children and adults with behavioral health problems
      ◦ The laws and regulations governing behavioral health in California
      ◦ The techniques of management relating to training, directing, controlling and evaluating subordinates in a variety of diagnostic, therapy and case management programs relating to behavioral health
      ◦ Community health problems and governmental programs to identify and treat clients in outpatient and inpatient programs including inmates of the County Jail and wards of juvenile institutions
      ◦ The principles and practices of office management including budget practices, cost analysis, office automation and community relations.

    Skill and Ability to:
      ◦ Coordinate the work of various behavioral health programs, identify needs, development program objectives, procedures and evaluation techniques
      ◦ Represent Behavioral Health in advising, consulting and/or resolving differences with other programs, agencies and the public; interact and function in situations that require counseling, instruction, persuasion and negotiation
      ◦ Use communication skills and techniques for organizing and directing meetings and transmitting information and instruction to program staff, other agencies and the public.
    Desirable Qualifications:
      ◦ Ability to speak, read and write in English and Spanish



    Examples of Experience/Education/Training

    The skills necessary may be acquired through various types of education, training, and/or experience, typically:

    One year of experience as a Program Manager II - Behavioral Health for Monterey County

    OR

    Two years of experience as a Program Manager I - Behavioral Health for Monterey County

    OR

    Four years of professional experience subsequent to obtaining a California license as listed above

    OR

    An equivalent combination of education, training and experience that demonstrates the above knowledge and

    skills.

    REQUIRED CONDITIONS OF EMPLOYMENT:
      ◦ Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
      ◦ Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency, travel out of County to attend meetings.
      ◦ Successfully complete a background check to include fingerprinting.
      ◦ Possession of a valid license by the State of California as a Clinical Psychologist, Clinical Social Worker, Marriage and Family Therapist or Professional Clinical Counselor
