    WESA was established as a joint powers authority between the Elsinore Valley Municipal Water District (EVMWD) and Meeks and Daley Mutual Water Company (Meeks & Daley) in western Riverside County, California. The purpose of WESA is to provide professional water and wastewater service to both agencies. It is expected that as the area develops from its rural roots into a modern suburban community, WESA will need to continue to grow its staff of motivated, exceptional employees. As a joint powers authority, WESA is better positioned to recruit and retain high quality employees with benefits that surpass what was available through either of its member agencies independently. Primary among the benefit improvements is adoption of a 2.7% at 55 retirement plan through the California Public Employees Retirement System (PERS). It is also important to note that WESA will be providing the same high quality labor-related services to both EVMWD and Meeks & Daley at lower cost than either agency would have experienced had WESA not been formed. Such savings are passed on to customers through reductions in future water rate increases.     Job Description

    The Position

    SUMMARY DESCRIPTION

    Under general supervision, performs a wide variety of semi-skilled and skilled maintenance and repair duties in the construction, maintenance and repair associated with the District’s buildings, water and wastewater utility facilities, equipment, structures, grounds, and easements; performs preventive/predictive maintenance on assigned facilities and structures; operates and maintains a variety of hand and power tools and equipment; and performs related duties as assigned.

    DISTINQUISHING CHARACTERISTICS

    Facilities Maintenance Worker I is the entry-level class in the Facilities Maintenance Series. Initially under close supervision, incumbents learn and perform routine maintenance, repair, and construction duties of the District’s facilities, buildings, grounds, and equipment. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Facilities Maintenance Worker II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

    Facilities Maintenance Worker II is the fully qualified journey-level class in the series. Positions at this level are distinguished from the Facilities Maintenance Worker I-level by the performance of the full range of duties as assigned, working independently and/or as part of a crew, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. The Facilities Maintenance Worker II is distinguished from the Facilities Maintenance Worker III in that the latter serves as the advanced journey level in the series and has regular lead responsibility.

    Immediate Impact: The successful candidate will be given the following objectives upon hire:

    • Within the first 3 months, demonstrate the ability to follow all safety protocols and complete tasks in a safe and efficient manner.
    • Within the first 6 months, learn daily and weekly administrative building rounds.
    • Within the first 6 months, demonstrate the ability to take direction and communicate clearly, both orally and in writing, with coworkers and supervisors.
    • Within the first 12 months, become familiar with the District’s water and wastewater facility locations and have the ability to find them all without supervisor oversight.
    • Within the first 12 months, become familiar with the various environmental controls and HVAC equipment throughout the District.

    The Ideal Candidate:

    • Possession of a valid California Class C driver’s license, to be maintained throughout employment.
    • Possess the equivalent to the completion of the twelfth (12) grade Experience in HVAC inspection, maintenance, and repair.
    • Advanced experience in HVAC troubleshooting, repair, and installation preferred.

    Responsibilities:

    The following duties are typical for this classification. Incumbents may not perform all duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    • Participates in and performs a variety of semi-skilled and skilled tasks in the maintenance and repair of District facilities, including rough and finished carpentry, framing, roofing, concrete forming and finishing, block wall construction, HVAC, asphalt work, painting, drywall, plumbing, and demolition of structures; assists with estimates of time, labor, materials, and supplies required to complete assigned work.
    • Assists with inspection, maintenance, repair, and construction of District facilities, including application of coatings, weather proofing, easement and roadway construction and maintenance, erosion control, and weed abatement.
    • Participates in and installs, new heating, ventilation, and air conditioning systems (HVAC), conducts inspections, diagnose issues, maintains and repairs air conditioning and heating units to ensure efficient operations.
    • Performs rough carpentry work associated with the remodeling of offices and buildings, including constructing forms, repairing and/or replacing dry wall, plaster, roofing, doors and broken tiles and repair or replacement of window frames and broken windows; paints, stains, patches, builds and installs furniture and cabinets.
    • Troubleshoots and maintains plumbing systems, toilets, faucets, and drains in building and other District facilities; replaces piping and exercises pumps and valves to flush drainage systems.
    • Performs general maintenance duties inside and outside of facilities and structures; paints inside and outside of facilities; removes graffiti; repairs and/or replaces broken doors, glass, gates, locks, plant materials, and posts; patches roofs, as necessary.
    • Performs landscaping and ground maintenance as necessary; operates and repairs irrigation systems; cleans up debris and picks up trash around facilities, structures, and easements; pours concrete for foundations, walks, and slabs; pours asphalt to complete road repairs.
    • Assists in, monitors, and coordinates the work of contracted facilities maintenance services.
    • Observes safe work methods and uses appropriate safety equipment; secures worksites from safety hazards as necessary; attends safety meetings.
    • Operates a variety of equipment and power tools, including but not limited to, vehicles, forklifts, loaders, generators, compressors, pressure washers, pneumatic, electric, hydraulic, and gasoline powered construction equipment.
    • Completes building and site inspections and equipment monitoring associated with the facilities maintenance operations; maintains records and makes reports of work conducted or planned.
    • Provides maintenance assistance, and coordinates work assignments across functional areas, such as those involved in water systems maintenance and repair, construction/reconstruction, plant, and dam maintenance operations, as assigned.
    • Operates a variety of standard office equipment and technologies, including specialized software.
    • Responds to emergency call out situations during working hours, after hours, and weekends and holidays as assigned.
    • May assist in orienting or training new personnel, as assigned.
    • Performs related duties as assigned.


    Compensation:

    • Medical, dental, vision, accidental death and dismemberment insurance, a life insurance policy equal to two times the annual salary for the employee and a $1,000.00 policy for eligible dependents. Benefits become effective on the first of the month following a 30-day waiting period and the Authority contributes 90% of the cost of such insurance.
    • CalPERS Retirement is provided using the 2.7 at age 55 formula for “Classic” Members. Retirement is provided using the 2% at age 62 formula for “New/PEPRA” Members.
    • Three deferred compensation plans to which an employee may voluntarily contribute up to $23,500 per year. The Authority does not contribute to these plans.
    • Employees accrue vacation at the rate of 3.08 hours per t wo-week pay period f or the first 1 year of employment; 3.38 hours for years 1-2; 4.62 hours for years 3-4; 6.16 hours for years 5-9; 6.47 hours for years 10-12, 6.77 hours for years 13-19, and 7.0 for 20+ years of service.
    • Twelve (12) paid holidays per year. Upon employment with WESA for one (1) year, employees also receive one (1) floating holiday annually.
    • S ick leave is accrued at a rate of 3.70 hours per bi-weekly pay period for a total of 96.20 hours per year with unlimited accumulation.
    • Additional benefits available include: 9/80 work schedule, Direct Deposit, Flexible Spending Accounts, Employee Assistance Program, Educational Assistance, Certification Reimbursement Program, Certification Bonus Program, Onsite Wellness Center, and two credit unions.
