This position will also work as a member of the Infrastructure team to support the Judiciary's on-premises server infrastructure. This Administrator will also be responsible for a variety of planning and implementation efforts related to our Microsoft environment, interfacing with our project management and information security teams as well as external vendors. May supervise departmental support staff as assigned by Deputy CIO for Infrastructure. SUPERVISION RECEIVED: The Systems Architect - Office 365 / Exchange Online reports to the Judiciary Deputy CIO for Infrastructure, receiving general direction in performing duties in accordance with established guidelines. POSITION REQUIREMENTS The ideal candidate will be a highly accomplished Information Technology (IT) executive who has led large, complex, cross-functional teams within environments where IT is mission critical and facilitates business performance. DEPARTMENTAL MISSION STATEMENT MISSION STATEMENT OF THE HUMAN RESOURCES DEPARTMENT: The Human Resources (HR) Department partners with Trial Court management to create and maintain a talented, qualified workforce by recruiting a diverse applicant pool, by facilitating the fair merit-based selection for appointment of the most qualified candidates, by developing appropriate workforce training (in consultation with the Trial Court's Judicial Institute), by fostering positive management-employee relations, by promptly addressing workplace issues, and by developing performance based measures to ensure the continued excellence of the workforce. The HR Department will use best practices to ensure that this collaborative effort advances the mission of the Trial Court. The HR Department also provides information and assistance to all Trial Court employees on a variety of work place issues. ORGANIZATIONAL PROFILE: https://www.mass.gov/orgs/trial-court-human-resources-department POSITION SUMMARY Working within the Human Resources Department of the Office of Court Management, the ATS Administrator (Applicant Tracking System and HR Systems) is primarily responsible for leading the implementation, ongoing support, data management, testing, report generation, and overall management of the Trial Court's Applicant Tracking System. As a key contributor within the Talent Acquisition team, the ATS Administrator will partner with hiring managers to ensure ATS access and support are provided in a timely and consistent manner with a customer focused approach. The ATS Administrator also performs other duties to support the Human Resources Department with the ongoing communication of policy and compliance, and ensuring that all hiring practices outlined in Human Resources Policies and Procedures Manual, state law, and applicable collective bargaining Agreements are adhered to. This position requires the combination of effective business software skills, well-developed communication skills, and the ability to exercise independent judgment. SUPERVISION RECEIVED: Serves under the direction of Assist CHRO for Talent Acquisition in performing duties that require independent judgment and initiative. MAJOR DUTIES Collaborates with the Talent Acquisition team and vendor, ensuring that the system is configured in a way that optimizes performance and enhances the hiring process; Serves as primary point of contact to provide users with assistance solving ATS related problems, such as errors, unexpected results, and program problems; Maintains & monitors the system for data integrity to ensure data is up to date, formatted consistently, and tables (job descriptions, hierarchies, position data, etc.) contain the most current information; Creates and generates reports as requested by Talent Acquisition, HR Leadership, and other Trial Court stakeholders; Serves as the main point of contact for the HR Department in any projects related to ATS integrations with other software application platforms; Serves as the ATS subject matter expert; Identifies, makes recommendations, and provides feedback to expand or modify the ATS to serve new purposes (or improve workflow processes) by researching and conducting analysis of the application's functionality; Works closely with process owners to make appropriate process recommendations, leads configuration updates and testing, ensures necessary documentation is prepared for new and existing processes, and leads the effort to train end users to use the ATS and any new functionality as appropriate; Maintains system security for all users (including new user roles) to accommodate changing business requirements; Provides on-going support to existing users to ensure that they are equipped to accurately enter and maintain associate records and utilize the system to generate the necessary reports; Provides recruitment support as necessary to hiring managers to fill open positions, including posting jobs, screening candidates, and facilitating offer and hiring process; and Performs related duties as required. POSITION REQUIREMENTS These are the minimum requirements necessary to apply for the position of Hiring Advisor: A bachelor's degree and (5) Five years of experience in a talent acquisition role with extensive experience as a primary user of an Applicant Tracking System; or an equivalent combination of education and experience. Demonstrated experience working with ATS and HRIS systems; Demonstrated proficiency and experience with MS Office, particularly MS Excel; Advanced ability to generate ad hoc reports using the ATS, as well as Microsoft Access databases and Excel as needed; Demonstrated ability to independently initiate action, complete assignments and to handle multiple assignments at different locations simultaneously; Excellent collaboration, relationship, and consultative skills with demonstrated success building relationships with internal and external contacts at all levels of the organization; Strong interpersonal skills and the ability to work professionally with persons at all levels and to maintain effective working relationships; Ability to multi-task and manage a variety of assignments simultaneously; Ability to adapt quickly to changing circumstances and develop workarounds for issues that require timely resolution; Ability to handle sensitive matters on a confidential basis; Ability to maintain accurate records; Ability to communicate very clearly and effectively in oral and written form; Ability to work independently and with an attention to detail; and Ability to travel within the Commonwealth as necessary.
