Description The Public Works Department of the County of San Mateo is seeking candidates for the position of Assistant/Associate/Associate Civil Engineer to join our skilled and dedicated team! Assistant Engineer is the entry and trainee level in the professional civil engineering series. Under immediate supervision, employees perform first-level professional civil engineering field and office work while acting in a trainee capacity on a wide variety of civil engineering projects in connection with the planning, design, construction, and maintenance of County-maintained facilities. Associate Engineer is the journey level job classification. Associate Civil Engineer is the registered journey level classification in the engineering series. At these levels, a high degree of technical expertise and some periodic lead responsibilities are required. Under general supervision, incumbents may perform a variety of professional engineering tasks in such areas as planning, design, and construction inspection of roads, park trails, bridges, drainage, sanitary sewer systems, water supply, and other public works projects. Associate Civil Engineers may provide lead direction to other staff in completing projects of greater difficulty and complexity. Incumbents will be required to perform field work in support of the planning, design, and/or construction inspection of public works projects. NOTE: Associate Civil Engineer differs from the Associate Engineer classification in that Associate Civil Engineers are registered as professional engineers in the State of California and may provide lead direction to other staff in completing projects of greater difficulty and complexity. The salary range for Assistant Engineer is $83,242 - $104,021 annually. The salary range for Associate Engineer is $98,488 - $123,094 annually. The salary range for Associate Civil Engineer is $110,261 - $137,800 annually. There are currently two vacancies, one in each of these units: Design and Construction The Assistant/Associate/Associate Civil Engineer assigned to the Design and Construction Section would perform AutoCAD/Civil3D work and work on Public Works infrastructure projects such as roads, drainage, retaining walls, bridges, sewer, and other public works facilities including the planning, designing, preparation of construction bid documents, and inspection of public works facilities. This position may also involve the application and management of outside grants associated with Public Works facilities. Utilities-Flood Control-Watershed Protection The Utilities-Flood Control-Watershed Protection unit oversees 30 Special Districts that include flood control, drainage, domestic water, sanitary sewer, and street lighting. The primary responsibilities of the position include the design and management of various capital improvement projects from the conceptual stage to construction close-out. Additional duties include assisting with the day-to-day operational tasks of administering these Districts. SUMMARY OF POSITION The City of McKinney is seeking an experienced, knowledgeable, and professional civil engineering project manager to assist with the oversight and delivery of the City's Capital Improvement Program (CIP) within the Engineering Department. Under direction of the Engineering CIP Manager, the Civil Engineer II has primary responsibility for managing capital improvement projects from inception to completion relating to roadways, drainage systems, water/wastewater systems, and various traffic improvements throughout the City of McKinney. Tasks included but are not limited to design or study management/development/review, project schedule/budget estimating and tracking, project procurement and construction management, and public/stakeholder outreach. Develops and/or coordinates various agreements related to capital improvement projects. Reviews CIP, subdivision, and commercial plans/plats for approval, verifies right-of-way dedications, drainage requirements, parking, and paving as per local, state and federal standards and codes. Acts a liaison with consultants, external engineers, and stakeholders. May supervise contractors and/or consultants. Develops and updates design manuals and construction specifications within their specified discipline. Responds to public inquiries and inter-departmental inquiries relating to departmental functions. Presents information and provides recommendations to City Council and Administration with respect to engineering-related projects. Prepares ordinances and resolutions for City Council action. Confers with the supervisor and other departmental professionals and comprises various forms of written documentation in acquiring information for accurately performing essential functions such as civil engineering drawings, final plats, standard construction specifications and zoning maps. Utilizes a variety of technological equipment and software applications in the performance of functions such as computers, technical software, stations, and plotters. Required Qualifications MINIMUM QUALIFICATIONS Bachelor of Science degree in Civil Engineering; supplemented by eight (8) years previous experience in Civil/Municipal Engineering and/or training that includes engineering design and/or project management; or an equivalent combination of education, training and experience. Texas Professional Engineer license or ability to obtain within 6 months required. Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements. EXAMPLES OF DUTIES Under direction, performs responsible professional civil engineering work in preparing, reviewing, and/or supervising the preparation of studies, designs, plans, specifications, estimates and reports relating to the design, construction, testing, operation and maintenance of a wide variety of municipal and harbor engineering, building, or street and mobility projects; receives assignments in general terms which outline the type and general characteristics of the projects; decides on the procedure and performs or reviews preliminary and final design work relating to civil engineering projects or building projects including structural design for code compliance, assigning to subordinate engineers the development of plans, specifications, designs, and detailed drawings of the various components of the projects; performs and/or directs field engineering activities in connection with the construction, maintenance and operation of a wide variety of engineering projects; communicates findings and recommendations both verbally and in writing to both professional and lay persons; may utilize computer-aided drafting and design equipment; may act as a project manager including procurement, negotiating, budgeting, scheduling, interfacing with regulatory agencies and other stakeholders, and monitoring and evaluating the work of consultants performing engineering work for the City; may administer construction and consultant contracts, including analyzing and negotiating contract changes, evaluating claims and reviewing and processing progress payments; and performs other related duties as required. REQUIREMENTS TO FILE Current registration as a Professional Civil Engineer in the State of California (proof required)*. Additional Requirements to File: Ability to communicate effectively, both verbally and in writing. Willing to work occasional evenings, weekends and holidays as needed. A valid driver's license and current DMV driving record must be submitted to the hiring department at the time of selection *Required documents, such as transcripts or degree, must be uploaded to the application at the time of filing. Any proofs submitted must contain either the applicant's name or other identifying characteristic on the form. Degree must indicate the field of study and transcripts must indicate field of study and degree conferred date. Candidates who possess degrees from colleges or universities from outside the United States must attach proof of educational equivalency at the time of filing. DESIRABLE QUALIFICATIONS: Experience in any of the following areas: public agency, supervisory, airport, rail, traffic, land and building development, port/maritime, program/project management experience in construction management, planning, or design, environmental remediation/planning, sustainable infrastructure development (LEED, Envision, ENV-SP, CEEQUAL, GreenRoads), and/or water/wastewater engineering and development; working knowledge of AutoCAD Civil 3D, Autodesk/Microstation, Inroads, WaterGem, SewerGem and GIS software (ESRI); scheduling software (Microsoft Project, Oracle P6); Project Management Software (Orion, Oracle Unifier); Water Distribution and Water Treatment Operator certifications from the State Water Resources Control Board; Collection System Maintenance Technologist Certification from the California Water Environment Association; Plans Examiner certification from the International Code Council (ICC), Certified Access Specialist (CASp) and/or Leadership in Energy and Environmental Design (LEED), Certified Construction Manager (CCM) and other engineering and project management software or certifications related to any of the areas stated above; ability to operate independently in developing preliminary and final designs for projects; ability to prepare construction specifications.
