Description Join our team! Senior Park Rangers strengthen enforcement capabilities and allow for a more consistent presence, enhancing enforcement efforts to ensure public safety. The City of San Clemente is currently looking to hire a qualified individual to fill the Senior Park Ranger position. Under direction of the Park Ranger Supervisor or higher level staff, the Senior Park Ranger performs enforcement work within the City parks, beaches, public spaces, recreation facilities, trails, properties, and other applicable areas according to pertinent codes, laws, ordinances, and regulations; provides assistance and information to the public in the use of these public spaces; patrols park areas and facilities, including monitoring and reporting incidents and issuing administrative and misdemeanor citations. DISTINGUISHING CHARACTERISTICS This is the advanced journey level class of the Park Ranger series. The Senior Park Ranger is responsible for performing the full range of enforcement work within all applicable City properties and areas, in accordance with pertinent codes, laws, ordinances, and regulations. This class differs from the next lower class, Park Ranger, in that the latter is the entry level class in the Park Ranger series. Essential Functions Essential and other important functions may include, but are not limited to the following: Monitor activities occurring at City parks, beaches, public spaces, recreation facilities, trails, properties, and other applicable areas to ensure adherence to proper land usage. Enforce the municipal codes of the City of San Clemente within City parks, beaches, trails and other applicable City-owned property or public areas; and writes and issues administrative and misdemeanor citations to members of the public who violate City municipal codes. Enforce City codes or rules pertaining to parking lots associated with City facilities, parks, beaches, trails, and other city-owned properties and issue parking citations. Instruct members of the public to clear or leave park and beach areas, upon closing of such areas; post notices at parks, beaches, and trails; and removes and stores personal property items left within parks, beaches, trails, or other City-owned property or areas. Evaluate any potential incidents or criminal activities and decipher when to report to the appropriate handling department/agency, i.e., Orange County Sheriff’s Department (OCSD), Coastal Animal Services Authority (CASA), Orange County Health Agency (OC Health), etc. Assist local law enforcement personnel or other enforcement agencies to address policy enforcement issues, as required. Interact with the public who have personal property stored/located within the City’s designated Critical Facilities or Critical Use Areas to encourage/facilitate moving from these spaces; and assist with relocating property to restore access, if necessary. Pursuant to the San Clemente Municipal Code, post abandoned/unattended property and if necessary, remove and store the property for 90 days to allow retrieval the by owner(s). Adhere to a regular patrolling schedule to monitor and ensure parks and related facilities are properly maintained and used, including locking, and unlocking facilities and clearing all guests from beaches, parks, and public facilities prior to closing. Meet and greet park visitors and interact with visitors to explain park policies, rules/regulations, procedures, and hours of operation. Respond to, and resolve concerns and problems that arise from park visitors and address neighborhood concerns related to park usages. Assist with special events and programs as needed by providing beach escorts, ensuring permit conditions of approval are followed, etc. Interact with members of the public requesting rentals or reservations of City parks or other areas; and record check-ins and check-outs of requested rentals and reservations. Observe and monitor activities within public properties to ensure that permit holders comply with city-permitted instructions; and interact with permit holders to ensure compliance with rules, regulations, policies, procedures, and instructions. Operate City of San Clemente vehicles. Keep records, logs, and reports of assigned activities. Perform related work as required. Exercise sound judgment and discretion in a variable and unpredictable environment. Maintain accurate records and create accurate and detailed reports. Work independently under minimal or no direct supervision. Wear the approved uniform while on duty and maintain the uniform, as needed. Determine when it is appropriate to wear Personal Protective Equipment (PPE) in the course of their work. Effectively apply rules and regulations governing recreation activities and use of City parks, beaches, trials, and city-owned properties. Operate a City vehicle in a safe, legal, and efficient manner, including adhering to safety guidelines when driving on the beach. Communicate clearly and concisely, both orally and in writing. Communicate in Spanish, based on assignment.
