DEFINITION Under general direction, to develop and implement division goals, objectives, policies and procedures; to plan, organize, supervise, and direct the work of the Engineering Unit in the Public Works Department; to perform a variety of the most difficult and complex office and field professional engineering work; to prepare plans, designs, and specifications for a variety of County projects; to assist in the development and to administer the County's Capital Improvement program; and to do related work as required. DISTINGUISHING CHARACTERISTICS This is the full supervisory level in the professional engineering class series. Incumbents are responsible for directing and supervising the work of a unit of professional, paraprofessional, and technical engineering staff in the County Public Works Department. In addition, they perform the most complex professional engineering work. This class is distinguished from Engineer II in that the Engineer II has only lead responsibilities. This is a management position. REPORTS TO Director of Public Works or Assistant Director of Public Works-Engineering CLASSIFICATIONS SUPERVISED Engineer I, II, Engineering Technicians and Student Interns TYPICAL PHYSICAL REQUIREMENTS Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 35 lbs.; corrected hearing and vision to normal range; verbal communication; use of engineering and office equipment, including computer, telephone, calculator, copiers, and FAX. TYPICAL WORKING CONDITIONS Work is performed in an office environment; may work outside; some exposure to weather and temperature variances; exposure to dust, continuous contact with other staff and the public. Examples of Duties / Knowledge & Skills (The following is used as a partial description and is not restrictive as to duties required.) Plans, organizes, directs, and oversees the work of a unit of professional, paraprofessional, and technical engineering staff; Provides supervision, training, and work evaluations for assigned staff; assists with the development of goals, objectives, policies, and priorities for the Public Works Department; Coordinates and directs projects for the design, preparation and evaluation of engineering plans and specifications, and construction inspection for a variety of roads, bridges, drainage systems, water and waste water treatment facilities, waste management facilities, and other public works projects; Performs a variety of the most complex professional engineering assignments; Serves as a resident engineer for major projects, including the performance of inspection and administration assignments; Ensures that contractors meet County standards, specifications, cost controls, and time requirements for projects; Approves change orders and progress payments on County construction projects; Performs foundation and hydrology studies; Assists in the development and administration of Capital Improvement Program Receives public inquires regarding County engineering standards; Researches data and provides consultation to engineers and contractors; Prepares grant proposals and administers grants; Reviews and makes comments on environmental impact reports from an engineering prospective; Directs the preparation and prepares preliminary reports for tentative subdivision map conditions; Prepares cost estimates for construction projects; Reviews laboratory analysis of materials, ensuring compliance with appropriate quality standards; Supervises and performs traffic studies; Develops solutions for complex engineering problems; Reviews a variety of permit applications and issues permits; Represents the County in meetings with boards, commissions, contractors, engineers, and community organizations. Other duties as assigned. Minimum qualifications & Requirements Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Education: Completion of sufficient training and education to meet professional engineering registration requirements in California. AND Experience: Either two years comparable to that of an Engineer II with the County of San Benito, OR three years of increasingly responsible professional engineering experience in the planning, development, construction, and maintenance of public works facilities. Special Requirements: Possession of, or ability to obtain, an appropriate valid California Drivers License. Possession of current California registration as a professional engineer in Civil Engineering. Supplemental information Knowledge of: Comprehensive knowledge of the theory, principles, and practices of civil engineering and their application to the design, preparation of engineering specifications, and construction of public works facilities, including roads, bridges, drainage systems, and water and wastewater facilities. Laws, rules, regulations, and policies affecting public works engineering. Construction methods, materials, and equipment. Proper inspection methods and procedures. Contract development and administration. Budget development and control, including capital improvement planning. Principles of project development, coordination, and administration. Computers and computer applications in professional engineering. Principles of supervision, training, and work evaluation. Ability to: Plan, organize, direct, and administer the functions and projects of a unit of professional, paraprofessional, and technical engineering staff. Provide supervision, training, and work evaluation for assigned staff. Perform a wide scope of complex professional engineering work in the preparation of plans, designs, and specifications for public works facility development, construction, and maintenance. Perform comprehensive engineering reviews of designs, plans, and specifications prepared by others. Prepare a variety of engineering reports. Gather, organize, analyze, and present a variety of technical engineering and statistical data. Perform construction project administration, ensuring compliance with plans, specifications, and contracts. Use a computer and appropriate software in professional engineering and administrative work. Effectively represent the Public Works Department in contacts with the public, other county staff, and other government agencies. Establish and maintain cooperative working relationships.
