Coordinates and presents a variety of workshops designed to educate the public on health, exercise, sports science, tobacco use prevention and other issues as may be defined by the grant program and the prevention of illness, disease and injury. Provides prevention and intervention counseling services for individuals; refers individuals to appropriate County or outside agency for assistance. Coordinates and organizes collaborated community-wide task forces to address and assess local needs as they related to health issues. Completes performance evaluations; makes hiring recommendations; recommends disciplinary actions; approves vacations and time off; prepares work schedules and assignments; supervises the activities of assigned personnel monitors reports and record keeping activities filed by assigned personnel for completeness, accuracy, and adherence to policy and procedure guidelines; instructs personnel in departmental policies, procedures and techniques; and provides technical assistance and training for assigned subordinates. Plans and implements programming as it relates to contract requirements. Coordinates with subcontractors to ensure program compliance, accurate reports, and program evaluation. Acts as liaison between Mohave County Tobacco Use Prevention Program (McTupp), Arizona Department of Health Services (ADHS), and other agencies throughout the county and state. Documents, collects and interprets data for reporting to state and federal agencies; liable for accuracy of statistical data in state and federal reporting. Interprets program goals while monitoring compliance with state, federal and local policies and procedures, regulations and division rules. Identifies funding sources and prepares grant proposals for submission. Answers questions and provides information to the public; conducts community outreach services to include preparing articles and providing interviews for mass media publication. Participates in community task forces/committees and special events. Create and maintain a supportive work environment with other departments and community programs, Public Health divisions, and Public Health leadership on accreditation domain while maintaining a culture of quality improvement. Minimum Qualifications Bachelor's Degree in Public Health, Health Education or field direclty related to the area to which assigned. Description The County of San Mateo's Behavioral Health and Recovery Services (BHRS) Division is seeking a well-qualified individual for the position of Psychiatric Emergency Response Team Mental Health Program Specialist. This position will partner with a specialized Sheriff's Detective as the members of the Psychiatric Emergency Response Team (PERT) to pro-actively prevent and reduce violent episodes in the community between individuals with mental illness, law enforcement and the public; work in the unincorporated areas of San Mateo County including North Fair Oaks, West Menlo Park, the Coastside as well as the contract cities of Woodside, Portola Valley, San Carlos, Millbrae, Half Moon Bay, and the SamTrans and Caltrain transit systems; and will be located at a Sheriff's Office facility. If this pilot program is successful it may expand to include the entire county. The PERT Mental Health Program Specialist will provide consultation to law enforcement officers and other First Responders in the field in order to develop solutions, prevent and resolve conflict, obtain client information, access resources and assure follow-up to necessary services, reducing or preventing hospitalization, incarceration and tragic outcomes for individuals with mental illness; and engage individuals' family members/significant others, FAST Team and other clinical staff as indicated, to pro-actively prevent unnecessary hospitalizations, incarcerations and violent episodes; and provide scheduled On Call support. The individual will also supervise other members of the team as needed. The Team will conduct a field assessment of the individual experiencing a crisis or an individual whose mental illness has resulted in contact with law enforcement, determine if the individual is known to BHRS and if so will enlist support from other clinical staff, providing earlier intervention and facilitating alternative referrals to therapeutic community resources. The assessment will allow this clinician to determine factors contributing to the crisis or incident which might include such factors as medication non-compliance, co-occurring substance use, untreated physical illness, untreated trauma and psychosocial stress arising from homelessness, poverty, and/or family issues. Threats to public safety will be of particular concern. The PERT Mental Health Program Specialist will provide technical assistance and training to law enforcement and other First Responders that may include expanding and enhancing the Crisis Intervention Training (CIT) Academy; and act as liaison with the multidisciplinary Field Crisis Consultation Committee. The Team will provide post event debriefing, linking the CIT participants, to follow-up consultation and resources leading to more effective solutions aimed at helping law enforcement and the public to begin to understand the complexities of successfully intervening with individuals experiencing a mental health crisis situation. The ideal candidate for this position will have: Minimum of 3 years of experience working directly with individuals living with a mental illness and providing crisis response/intervention services. Knowledge of and experience with Crisis Management and/or Crisis Intervention Training for law enforcement regarding individuals with mental illness and their families. Experience and comfort working closely with law enforcement personnel. Knowledge of Behavioral Health and Recovery Services resources. Experience with field-based assessments for individuals living with mental illness, untreated trauma and other co-occurring substance use and/or medical issues Familiarity with medication compliance issues. Working knowledge of co-occurring substance use treatment, Motivational Interviewing and Harm Reduction techniques. Sensitivity to psychosocial stressors arising from homelessness, poverty and/or family issues. Experience supervising the work of others on a team providing clinical services. Description The County of San Mateo's Behavioral Health and Recovery Services (BHRS) Division is seeking a well-qualified individual for the position of Psychiatric Emergency Response Team Mental Health Program Specialist. This position will partner with a specialized Sheriff's Detective as the members of the Psychiatric Emergency Response Team (PERT) to pro-actively prevent and reduce violent episodes in the community between individuals with mental illness, law enforcement and the public; work in the unincorporated areas of San Mateo County including North Fair Oaks, West Menlo Park, the Coastside as well as the contract cities of Woodside, Portola Valley, San Carlos, Millbrae, Half Moon Bay, and the SamTrans and Caltrain transit systems; and will be located at a Sheriff's Office facility. If this pilot program is successful it may expand to include the entire county. The PERT Mental Health Program Specialist will provide consultation to law enforcement officers and other First Responders in the field in order to develop solutions, prevent and resolve conflict, obtain client information, access resources and assure follow-up to necessary services, reducing or preventing hospitalization, incarceration and tragic outcomes for individuals with mental illness; and engage individuals' family members/significant others, FAST Team and other clinical staff as indicated, to pro-actively prevent unnecessary hospitalizations, incarcerations and violent episodes; and provide scheduled On Call support. The individual will also supervise other members of the team as needed. The Team will conduct a field assessment of the individual experiencing a crisis or an individual whose mental illness has resulted in contact with law enforcement, determine if the individual is known to BHRS and if so will enlist support from other clinical staff, providing earlier intervention and facilitating alternative referrals to therapeutic community resources. The assessment will allow this clinician to determine factors contributing to the crisis or incident which might include such factors as medication non-compliance, co-occurring substance use, untreated physical illness, untreated trauma and psychosocial stress arising from homelessness, poverty, and/or family issues. Threats to public safety will be of particular concern. The PERT Mental Health Program Specialist will provide technical assistance and training to law enforcement and other First Responders that may include expanding and enhancing the Crisis Intervention Training (CIT) Academy; and act as liaison with the multidisciplinary Field Crisis Consultation Committee. The Team will provide post event debriefing, linking the CIT participants, to follow-up consultation and resources leading to more effective solutions aimed at helping law enforcement and the public to begin to understand the complexities of successfully intervening with individuals experiencing a mental health crisis situation. The ideal candidate for this position will have: Minimum of 3 years of experience working directly with individuals living with a mental illness and providing crisis response/intervention services. Note: If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements. General Qualifications Criminal History and Background Checks : The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate's ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained.The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks, credit history checks where authorized by Labor Code section 1024.5, Social Security Number verification, professional license/registration verification, military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection process. In obtaining such information, the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act. License Requirement : A valid California Driver License, Class C or higher, shall be required at the time of appointment. Failure to obtain or maintain the appropriate California Driver License may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement. Physical Requirements : Positions in this class require the incumbents to be able to lift boxes of outreach materials or other items weighing up to 25 pounds without assistance.
