HEALTH CARE AGENCY The County of Orange , Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of seven (7) service areas - Correctional Health, Director's Office, Finance & Administrative, Medical Health, Mental Health & Recovery, Public Health, and Strategy & Special Projects is committed to meeting the health needs of the diverse Orange County community. THE DEPARTMENT The Mental Health and Recovery Services (MHRS) Division consists of the following service areas Adult and Older Adult Behavioral Health, Mental Health Services Act Office, Authority and Quality Improvement Services and Children, Youth & Prevention Services, which provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care. Adult and Older Adult (AOA) provides outpatient, recovery oriented, behavioral health services which emphasize individual needs, strengths, choices, and involvement in service planning and implementation. Adults and Older Adults who have a serious and persistent mental disorder and may have a co-occurring substance use disorder and impairment in their ability to function in the community or who have a history of recurring substantial functional impairment, hospitalization or symptoms can access services. Children and Youth Services (CYS) provides outpatient behavioral health services to Medi-Cal eligible or uninsured children and youth who need medically necessary treatment to ameliorate their mental and behavioral health conditions. CYS provides case management, assessment, individual, group and family therapy, psychological testing, psychiatric evaluation and medication support, and therapeutic behavioral services to children and youth in Orange County. Outpatient Mental Health Clinic services include assessment, evaluation, individual and group therapy, substance use disorder treatment, medication support, peer support, rehabilitation, linkage and consultation, placement, plan development, crisis intervention and specialized residential services. Authority & Quality Improvement Services (AQIS) is a Mental Health and Recovery Services (MHRS) function area that supports programming in the other two MHRS function areas: Adult and Older Adult Behavioral Health (AOABH) and Children, Youth and Prevention Behavioral Health (CYPBH) Services. It supports MHRS' two managed care programs, the Mental Health Plan (MHP) and the Drug Medi-Cal Organized Delivery System (DMC-ODS) as well as their other mental health and Substance Use Disorder (SUD) programming. Mental Health Services Act (MHSA) Office is responsible for the oversight and implementation of the MHSA and ensures the County's compliance with State requirements. The MHSA is designed to expand and transform California's behavioral health system to better serve individuals with, and at risk of, serious mental health issues, and their families. MHSA addresses a broad continuum of prevention, early intervention, and service needs and the necessary infrastructure, technology, and training elements that effectively support the public behavioral health system . THE OPPORTUNITIES The immediate vacancies are within the Mental Health Services Act (MHSA) Office and Adult & Older Adult Mental Health. However, future vacancies may be in other Divisions; thus, qualified applicants are encouraged to apply. The HCA Service Chief II (SC II) position in MHSA coordinates and oversees ongoing community engagement meetings (CEMs), assists with synthesizing CEM results, and identifies appropriate recommendations. The SC II position also organizes, coordinates, and monitors the development of the MHSA Three-Year Plan/Annual Updates in collaboration with HCA Managers and Program Support. Duties and Responsibilities Some examples of duties and responsibilities include but are not limited to: Plans, schedules, assigns, and directs the work of a multidisciplinary team assigned to Mental Health and Recovery Services Evaluates the performance of subordinates, recognizes good performance, and recommends disciplinary action when appropriate Orients and trains new staff and identifies and implements staff training and development requirements Confers with program manager and human resources concerning staffing and other work-related issues Reviews cases, progress, and problem areas and acts as a resource on challenging or complex cases providing expert guidance to multidisciplinary team Administers a clinic operation, coordinates service delivery with other programs, and assists in evaluating program needs and developing an effective program Maintains up-to-date knowledge of federal, state and local laws, regulations, policies and procedures which govern program operations and funding Acts as a liaison, consultant and educator to community agencies, county, and county contracted providers to assist in achieving program goals Completes chart reviews, documentation, and medical records to ensure compliance with quality assurance and utilization review requirements Provides resource information, education, and consultation to representatives of clinic programs, outside agencies, community groups, or the general public Compiles data and prepares reports and interprets results to evaluate outcomes Participates on task forces or committees and attends meetings with other mental health professionals to resolve problems and to ensure continuity of services Identifies priority populations in need of specialized behavioral health services Obtains and disseminates information relating to program needs or compliance DESIRABLE QUALIFICATIONS & CORE COMPETENCIES The ideal candidate will be an ethical and dependable individual who is committed to the highest quality of patient care and service delivery and dedicated to the success of the programs.
