Basic Function Under general direction of the Assistant Superintendent of Human Resources, plans, organizes, controls and directs the district’s health and welfare benefits program, , safety, workers compensation and disability management program and services, including and claims administration for workers compensation insurance, claims, and directs the district safety services, training and emergency response preparedness programs. Reviews and analyzes the district's current position for compliance with established codes, laws, and procedures related to, safety, workers' compensation and disability management. Assists departments and school sites with accident reporting and accident prevention responsibilities and environmental compliance Directs the district wide disability management program; develops and implements district wide transitional work program and reasonable accommodation policies and procedures; reviews and analyzes tracking system for program participants for efficiency and effectiveness. Coordinates with Third Party Administrator (TPA) and outside agencies to allow the early return to work of injured or ill employees; schedules and facilitates Interactive Process meetings for both industrial and non-industrial injuries; collaborates with school sites/offices/work sites on determining and implementing reasonable accommodations for disabled workers pursuant to the Americans with Disabilities Act and California Fair Employment and Housing Act (FEHA.) Collaborates when needed to inspect facilities, equipment and worksites to assure compliance with various codes; interprets safety and health l regulations; develops safety and health procedures; serves as staff lead to safety committee Assists in management of OSHA requirements and implementation of OSHA mandated safety training for employees; advises and/or trains employees in safety operating procedures and practices; consult with departments on the establishment of work/site/program specific safety programs; ensures that departmental and site line managers or administrators effectively and efficiently manage their safety programs Investigates serious injury or property damage accidents occurring to District employees, students and the public occurring on District property; meets and confers with managers/administrators in the course of investigation Develops, conducts and/or coordinates emergency management training; assists with the establishment of a disaster plan which will minimize the loss of life and property and protects the assets of the District in the event of an emergency or disaster Conducts analyses of costs/feasibility of proposed risk and safety management initiatives and prepares comprehensive proposals, compiles written reports and makes oral presentations Reviews, writes or updates memorandums, correspondence, reports, reference guides and training material related to risk management and the health and welfare benefits program Assists in development of District bargaining proposals for employee benefits and analyzes union benefits demands; obtains and prepares cost data for the District and union proposals and final settlements Coordinate District’s response to California Unemployment claims filed by employees; serves as one of the District representatives and unemployment claim appeal hearings. Ensure District compliance with State and Federal labor law posting at all sites and District office. EXPERIENCE: Three (3) years of increasingly responsible experience administering a risk, safety, transportation, property and /or liability insurance program, preferably in a public school district. SUBSTITUTIONS : Subject matter knowledge acquired by work experience equivalent to the kind, level and amount that would be attained through a course of study leading to a Baccalaureate degree may be substituted on a year-for-year basis for the required degree. DUTIES A Housing Inspector inspects residential rental property locations for conformance to the building standards and codes contained in the State Housing Law and Regulations and City of Los Angeles Building Regulations, such as the Los Angeles Municipal Code, relating to the habitability, maintenance, sanitation, ventilation, use, and occupancy of said properties; and investigates code violation complaints and follows through with the code enforcement process by way of prosecution or administrative abatement. REQUIREMENT(S)/MINIMUM QUALIFICATION(S) One year of full-time paid experience as an Assistant Inspector III with the City of Los Angeles; or Two years of full-time paid experience in carpentry, masonry, electrical, plumbing or heating following satisfactory completion of a recognized apprenticeship program; or Four years of full-time paid carpentry, masonry, heating, electrical or plumbing craft experience; or Four years of full-time paid experience as a building construction superintendent, general contractor, or supervisor of journey-level craft employees engaged in construction work; or Two years of full-time paid experience as a housing, building, electrical, plumbing, mechanical or combined inspector for a governmental agency; or Two years of full-time paid experience working in the construction trades as a helper to a journey-level craft person; and a.
