Description The Department: SVP currently provides over 600 Megawatts of power to residential and business customers within Santa Clara, of which 40 percent of comes from carbon-free renewable resources. In addition to using green energy from large-scale wind, solar, geothermal and hydroelectric projects outside of the area, SVP employs innovative ways to locally produce electricity by operating Thermal Generation facilities utilizing Simple Cycle, Combined Cycle, and Cogeneration technologies. The Positions: Silicon Valley Power is recruiting to fill various Electric Program Manager positions in the following specialties: Capital Project Management, Contracts, Distributed Energy Resources and Storage, Environmental, Safety, and System Operations. Capital Project Management The focus and priority of this position will be to perform complex professional project management work to support the successful completion of over $300 million in near-term capital improvement program projects to support electric utility load growth. The position is assigned to the customer development and project management unit which manages, plans, and oversees the development and implementation of the capital improvement program. This position will report to the Principal Electric Utility Engineer overseeing the System Expansion Program and will work collaboratively on the management of these critical projects. The individual will perform and manage the work related to planning, design, construction, operations, and maintenance of utility projects, including receiving stations, substations, electric transmission and distribution facilities, and other electrical infrastructure. The incumbent is expected to manage consultants and directly administer public works contracts. Experience in electric utility engineering, utility asset management, GIS and work order management system is desirable. Distinguishing Characteristics/Experience: Direct knowledge in managing, planning, and overseeing the development and implementation of Capital Improvement Program(s) (CIP). Ability to provide extensive, in-depth, and specialized administrative, budgetary, financial, and compliance research, analysis, and support. Contracts Portfolio The focus and priority of this position will be to perform complex professional work to support the development and management of SVP’s contracts portfolio. SVP’s operation requires hundreds of unique contracts including specialized services agreements, leases, agreements with customers for substation construction, funding and deposits, public works contracts, license agreements, power purchase and resource adequacy agreements, as well as other unique agreements. The position is assigned to the Business Services Division. The incumbent will both lead staff supporting contracts functions and have direct involvement in negotiating and reviewing contracts. Experience in utility contracts is desirable. Distinguishing Characteristics/Experience: Direct knowledge and experience in contracts review, negotiating, and management for a variety of contract types. Distributed Energy Resources , Renewable Energy and Power Purchase Contracts This position develops and implements cutting edge programs entailing distributed and renewable generation, energy storage, demand response, and microgrids. Incumbents perform professional level, individual work in project development. Duties may include supervising and participating in the conduct of studies and surveys, data interpretation, forecasting, commodity purchasing, contract negotiation, pricing/rate making, engineering studies, development of policies and procedures, evaluating regulatory and legislative initiatives, preparing, reviewing, and managing budgets and operations. Commodity purchasing and contract negotiation may include evaluation and development of strategies for electricity generation, both distributed and utility scale. Incumbents may supervise management and non-management staff and act as project team leaders and manage programs and projects. Project management responsibilities include preparing RFPs, evaluating proposals, and managing contractors and consultants. Environmental This position will ensure the City’s compliance with applicable federal, state, and local regulatory agency requirements and guidelines pertaining to Air Quality, Water, Wastewater, Storm water, and Industrial waste. This position will work with staff across multiple Divisions to develop, implement, and perform procedures and guidelines designed to ensure compliance and develop staff. They will compose, compile, track, and analyze information related to regulatory, program, and compliance oversight. This position will act as SVP’s Subject Matter Expert and provide technical and functional advisement to Management and Staff concerning Environmental Compliance. This position requires in-depth knowledge of Federal, State, and Local laws/regulations. This position also requires the ability to forecast and identify compliance issues and to develop mitigation strategies to correct issues. The position will also assist in the development of budgets, service contracts and training programs. System Operations This position will administer programs for work management, maintenance monitoring and asset management focused in all areas of Utility Operations (Metering, Substations, Transmission and Distribution). The position will develop, maintain, and improve SVP’s Outage Management System. This position will work to ensure compliance with all applicable NERC standards and seek constant improvement in SVP Work and Safety standards affecting System Operations. Position Description Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. The Line Operations Senior Manager provides leadership and management for the delivery of electrical service for the bulk of the Department service area, including construction and maintenance of the utility’s transmission and distribution system. This position is responsible for ensuring that capital improvement projects and maintenance work is performed in a safe and efficient manner. This role oversees the direct deployment of electrical crews to ensure the utility’s customer service, maintenance, reliability, and safety goals are achieved. Position Description Seattle City Light is seeking a Grid Modernization Senior Engineer (EPSE level). This position would serve as a utility-wide technical resource in scoping and supporting complex electrical power system projects by developing expertise in grid modernization technologies. This role will provide subject matter expertise, investigate, and assess new strategic technologies with an end goal of broad electrification. This includes exploration and establishment of new technical areas non-wire solutions (NWS) such as Battery Energy Storage Systems Flexible Loads, Demand Response Energy Efficiency, and others. Within the Electrification and Strategic Technology division, the Grid Modernization team focuses on developing long-range strategies for electric systems and customer-technology improvements by assessing both traditional solutions and new technologies. Updating our grid relies on a comprehensive team effort across public and private sector partnerships to build innovative solutions that increase operational efficiency and safety and respond to complex challenges. This position will report to the Senior Manager of Grid Modernization and Strategic Technology. This position is within the Grid Modernization Portfolio and may collaborate with Transportation and Building Electrification and Strategic Technologies Portfolios as well as across the utility and City. Job Responsibilities Here is more about what you’ll be doing: Lead technical aspects of grid modernization project execution. Responsible for the planning, delivery, management, and governance of projects within the Grid Modernization Portfolio. Tasks include developing standards (material, testing, commissioning, operating, maintenance, etc.); identifying key software; architecting the new cyber-secure systems; designing relevant work orders and crew instructions; informing project budgets and schedules; and supporting construction and commissioning. Review and support coordination of work submitted by consultants and manufacturers. Inform technical or broad audiences about benefits of electrification and grid modernization. Investigate new technologies and tools in the industry and assess the applicability to and relevance of these with an end goal of broad electrification. Support exploration and establishment of new technical areas such as analysis of non-wire solutions (NWS). Support/Drive/Assist utility-wide technology adoption through participation in technical and leadership activities, including EPRI. Use computer-based analytical tools. Refine or develop projects with the need statement, scope, technical solution description, alternatives considered, risks and mitigations, staffing requirements, budget, and timeline. Serve as utility-wide technical expert for complex electrical power system projects, by developing expertise in grid modernization technologies such as distribution automation, SCADA, distributed generation interconnection, energy storage, microgrids, and distribution management systems. Develop new, and manage existing, technical relationships within the utility and with external partners through project interactions and outreach. Explore and integrate the City of Seattle and Seattle City Light’s broad strategic goals and initiatives, including the race and social justice program. Qualifications Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has: Requires six years of progressively responsible, difficult and highly complex or visible electrical power systems engineering experience and a Bachelor of Science degree in Electrical Engineering or other combinations of education and/or experience which provides preparation to do professional electrical engineering work on major electrical power systems. License, Certification and Other Requirements Current Washington State driver's license or evidence of equivalent mobility. Registration as a Professional Electrical Engineer in the State of Washington is required . Work Environment/Physical Demands May be required to work nights, evenings, weekends, and/or holidays. Overnight travel may be required. Desired Qualifications - You will be successful if you have the following experience, skills, and abilities: Master’s degree in electrical engineering with a specialization in Power Systems At least four years of experience in the areas of Utility Distribution/Transmission/Resource Planning or New Technology Implementation Experience evaluating system performance and developing solutions using traditional and new Strategic Technologies Exhibited knowledge of Operational Technologies that facilitate Grid Modernization Experience with customer-side electrical equipment Experience with load f low software Program and Project Management experience Delivering engineering projects, on time and on schedule Ability to assess new situations and add skills and seek solutions Interpersonal, verbal, written and other communications skills Willingness to learn; accountability; comply with safety rules and regulations; and work efficiently, effectively, and independently.
