CLERK-RECORDER The Clerk-Recorder Department is responsible for issuing, handling, and safeguarding a variety of public records, including property records, marriage licenses, and birth and death certificates. They are also in charge of overseeing the Orange County Archives, which is the main repository for historical property documents and vital records.

THE OPPORTUNITY The Clerk-Recorder Information Technology Division is seeking a versatile and technically skilled Information Technologist II. This exciting opportunity involves a broad range of responsibilities, including administration and maintenance of Active Directory and departmental SQL Server databases. The role also includes configuring and managing SAN, NAS, Windows systems, and VMware-based virtual environments.
Additional duties involve supporting and enhancing in-house applications developed in Microsoft Visual Studio, as well as maintaining key department systems such as Cornerstone, ClerkDocs, LandDocs, RecorderWorks, VitalsDocs, and Extract. The position requires strong analytical skills to perform complex systems analysis, troubleshoot technical issues, and research effective solutions.
Collaboration with vendors, internal teams, and IT staff is essential for providing ongoing technical support. Other duties may be assigned as needed.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will demonstrate three (3) years of experience performing IT systems analysis, IT maintenance, IT administration, troubleshooting, and administration of software. Programming experience is desirable but not required. A Bachelor's Degree in Computer Science, Information Technology, Information Systems, or in a related field is preferred, but not required.
College level education or training directly related to the competencies and attributes required of the position may be substituted for up to one year of the required experience at the rate of three semester units or the equivalent, equaling one month of experience and one hour of training equaling one hour of experience.In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:
TECHNICAL EXPERTISE - Solid understanding of the SQL Server relational database platform, including user access controls and privileges, proficiency in SQL language, experience with backup and recovery processes, and developing stored procedures.
- Experience configuring and administering SAN, NAS, Windows systems, and VMware virtualization environments

- Understanding ofcomputer/scripting/markuplanguagesincludingC#orVisualBasic,Javascript, XMLand PowerShell
- Administering Windows server and workstation operating system dependencies, application user permissions, and privileged groups.
- Developing and maintaining plans to safeguard servers, databases, and storage systems against unauthorized access
- Perform scheduled system audits to ensure up-to-date software, Windows accounts, and application access to maintain system security and integrity
- UtilizingGroupPoliciesfortheadministrationofoperatingsystems,applications,andusersetting
- Configuring and administering various monitoring tools, such as LAN Sweeper, Netwrix Privilege Secure, Netwrix AD audit, Exchange O365, Nagios X, Zscaler, Falcon CrowdStrike, and other related tools
ANALYSIS AND PROBLEM SOLVING - Experience in troubleshooting connectivity, hardware, and software issues, optimizing performance, ensuring network integration, and escalating unresolved problems to vendors.
- Experience in providing technical support to end-users, resolving hardware and software issues, and ensuring smooth functionality of workstations and peripherals.
- Recognizing application problems, system/network-related issues, analyze system error logs and recommend solutions to address or prevent the issue.
- Installing, supporting, and troubleshooting various Clerk-Recorder internal desktop and web applications.
- Monitoring and maintaining the system health of the database and application servers.
PLANNING AND ORGANIZATION - Organizing communication plans with project stakeholders at all levels.
- Working independently to plan, organize, prioritize, and process work to meet projected deadlines.
- Exercising thoroughness, accuracy, and attention to detail in the tasks and processes performed.
- Strategizing long-term technology solutions.
WRITTEN AND VERBAL COMMUNICATION SKILLS - Documenting technology systems and procedures, system architecture and parameters, database design.
- Presenting recommendations in a clear, logical and concise manner.
- Preparing user manuals to communicate the functions of application software and technical processes and conducts user and/or peer training to provide technical information on system functions.
