ABOUT THE POSITIONAre you a skilled, creative, and collaborative professional passionate about waste reduction? Then we welcome your application to become part of our fast-paced, dynamic and results driven team within Zero Waste Marin (ZWM), the Marin Hazardous and Solid Waste Management Joint Powers Authority (JPA).
You will join a group of enthusiastic environmental professionals dedicated to supporting the health of our environment, promoting recycling and composting programs, and ensuring regulatory compliance for all our cities and towns under Senate Bill (SB) 1383.
As the Program Coordinator, you will assist in the planning, coordination, and implementation of public outreach and education initiatives related to waste reduction and hazardous waste management. This role supports efforts to provide technical assistance to commercial businesses and the Member Agencies of the ZWM JPA Board to ensure compliance with solid and hazardous waste laws, specifically the mandates to divert organic waste and recyclable materials from the landfill and to recover edible food and direct it to food recovery organizations.
In addition, you will assist with the development and dissemination of educational materials and engage with the public and community stakeholders to promote waste reduction and sustainable waste management practices at community events, workshops/trainings and business and school site visits.
This position works under general supervision of the ZWM leadership team.
Hybrid schedule:DPW has embraced a
hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
ABOUT YOUOur highly qualified candidate has:Knowledge of SB 1383, Assembly Bill (AB) 341, AB 1826, and other relevant solid and hazardous waste mandates; Zero Waste Principles including waste diversion, composting, recycling systems, and edible food recovery programs; local government agency’s function, including policy implementation; effective public education practices, including environmental communication and social marketing; equity centered engagement, particularly with underserved or linguistically diverse communities.
Skill in public speaking; creation of compelling presentations and visual materials; writing user-friendly outreach content; waste audits, assessing service needs, and helping businesses comply with organics recycling and food recovery requirements; strong project management skills, including planning events, tracking progress, and meeting deadlines; interpersonal collaboration skills and working well with team members, stakeholders across government, business, and nonprofit sectors; Microsoft Office proficiency, and social media platforms for virtual engagement; comfort collecting and analyzing outreach or compliance data.
Ability to: quickly establish credibility with community members, businesses, and agency partners; tailor communication to varied audiences and cultural contexts to maximize participation and understanding; take initiative while collaborating across departments and jurisdictions; manage multiple priorities and adapt to emerging needs or policy changes; engage respectfully and effectively with diverse communities, including those with limited English proficiency.
While not required, should candidates possess bilingual proficiency in both Spanish and English, an exam will be administered to ensure the appropriate level to meet the requirements.
QUALIFICATIONSKnowledge of: - Principles of program planning, reporting and evaluation.
- Policies and procedures related to assigned program.
- Community resources for the provision of social services, education and related services.
- Statistical data collection methods, analysis and techniques.
- Computer applications related to the work.
Ability to:- Plan and coordinate program; initiate, plan and coordinate program objectives.
- Persuade and motivate people while demonstrating interpersonal and cultural sensitivity.
- Integrate the services of volunteers with established department programs and activities.
- Establish and maintain effective working relationships with program participants, staff, volunteers, and community groups from a variety of social, cultural and economic backgrounds.
- Evaluate the skill and abilities of volunteers.
- Develop and monitor program performance measurements.
- Communicate effectively both orally and in writing.
MINIMUM QUALIFICATIONS The equivalent to graduation from an accredited college with an Associate's degree in a field closely related to the assigned program(s) and two years of experience providing community, educational, rehabilitative or counseling services including responsibility for planning and implementing programs and coordinating with community resources. Additional related experience may substitute for the education on a year for year basis.
