    The Division or Finance and Administrative Services (DFAS) is seeking applications for a Budget Unit Manager (Accountant Manager) to join our team, located in Cole County.

    Semi-monthly salary: The current rate for this position is $4,463.78. Individual(s) selected for this position may receive a higher rate based on a pay differential (e.g. shift or time-of-service pay).

    Job Location: This position will be located at the Broadway State Office Building; 221 West High, Jefferson City, MO.

    The work hours for this position are 8:00 to 5:00, Monday through Friday. Flexibility in the core work hours may be allowed. This position is not eligible for remote work.

This position is responsible for the budget preparation and fiscal note responses for the Department. Understanding of grants/cash management is a plus. This position is responsible for day-to-day management of a small professional staff, regular interaction with department fiscal liaisons, Office of Administration, House and Senate budget analysts and frequent interaction with department executives on matters of budget development and expenditure control.

    What you’ll do:

    Responsible for the Department’s annual budget book submissions and presentations.

    Develop forms and instructions for agency use in submission of budget requests.

    Provide technical advice and assistance to agency officials in the preparation of departmental budgets.

    Develop the department budget books in accordance with budget instructions.

    Review budget estimates for completeness, accuracy, and conformance with procedures, regulations and prevailing policies.

    Review and approve all input into the MOVERS budget system.

    Review analysis of departmental budget and accounting reports for the purpose of maintaining expenditure and program controls.

    Review and approve all budget input into the SAMII financial system, including EB docs.

    Review fiscal and statistical data for use in budgetary and program evaluations and budget hearings.

    Present department’s budget information to the Department Leadership, Governor’s Office team members and the Office of Administration.

    Review federal legislation for impact on department budget.

    Review fiscal notes for the department and attend hearings as needed to answer questions.

    Oversee Budget Unit staff including the MEDES fiscal liaison.

    Review and monitor DSS/ITSD and DSS/FMDC budgets.

    Serve as the Department Liaison to Office of Administration/Budget and Planning and the House and Senate appropriations committees.

    Respond to MOVERS tasks and/or inquiries as they relate to budget.

    Respond to SAO questions throughout the year.

    Review tax credits for the department and present to the House and Senate at their annual tax credit hearings.

    Attend all budget hearings during legislative session, may include any special session and/or veto session in regards to budget.

    Minimum Qualifications:

    Bachelor’s degree and 4-6 years of relevant experience. (Substitutions may be allowed.)

    Preferred Qualifications:

    • Excellent organization and communication skills.

    • Ability to work independently.

    • Extensive analytical skills.

    • Considerable knowledge of governmental budgeting and the state’s budget process.

    • Knowledge of the legislative process.

    • Thorough knowledge of MOVERS budget module and the SAMII Financial including Journal Voucher processes.

    • Experience working with Budget and Federal Grant claiming.

    • Experience with SAMII coding as it relates to Budget and Grant reporting.

    • Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the department.

    • Ability to establish and maintain effective working relationships with other team members, outside entities and the public.
