    ENGINEERING TECHNICIAN

    SALARY INFORMATION

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    OPEN TO THE PUBLIC

    This recruitment is open to the public and is being held to establish an open eligible list to fillcurrent andfuture Engineering Technician vacancies. This recruitment may also be used to fill positions in similar and/or lower-level classifications throughout the County of Orange.

    OC PUBLIC WORKS
    OC Public Works provides services on a regional basis to unincorporated areas, cities, and other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works’ guiding principles are safety, integrity, quality, teamwork, and adaptability.

    OC INFRASTRUCTURE PROGRAMS
    OC Infrastructure Programs provides engineering services for roadways in unincorporated areas and regional flood control programs throughout Orange County. This includes programming, design, legislation tracking, project management, traffic safety, and development support services.

    THE OPPORTUNITY
    The current Engineering Technician vacancies are within the Utilities Unit and Engineering Design Unit of OC Infrastructure Programs.

    The Utilities Unit is currently seeking an Engineering Technician to support and coordinate services for OC Public Works Projects. This position provides critical project support functions in the delivery of capital improvement and maintenance projects for OC Public Works ensuring that utility coordination and design meet County standards, policies, and procedures. In addition, this Engineering Technician position provides utility support and coordination for other County of Orange agencies, such as OC Parks, OC Sheriff, and County Executive Office/Real Estate.

    Duties and responsibilities for the Utilities Unit Engineering Technician may include, but are not limited to:
    • Assisting engineers in identifying existing utilities and coordinating installations as needed
    • Preparing and sending milestone notices to utility companies such as request for maps, review of preliminary plans, and request to relocate
    • Coordinating with utility companies and municipalities to obtain permits, clearances, and approvals
    • Interpreting utilities facilities maps and resolving utilities conflicts and issues
    • Reading and understanding engineering reports, agreements, and real estate documents
    • Scheduling and conducting utility field and progress meetings

    The Engineering Design Unit is seeking an Engineering Technician to provide technical support for the Design Team, assist in the response to Public Record Act (PRA) requests, provide maintenance and upkeep of Flood Record Drawings, assist in the preparation of project reports and studies, and helping with the development and updates of technical specifications and manuals.

    Duties and responsibilities for the Engineering Design Unit Engineering Technician may include, but are not limited to:
    • Performance of specialized subprofessional office and field civil engineering work
    • Review and preparation of plans, specifications and estimates (PS&E) for County Flood projects, as well as technical drawings, maps, notes, exhibits, and memos
    • Record keeping, archiving and maintenance of engineering drawings and other documents
    • Interfacing and coordinating with County employees, private engineering firms, other public sector agencies, and the public
    • Responding to requests for engineering documents

    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
    Two (2) or more years of direct experience as an Engineering Technician in utilities and/or engineering design is preferred. Advanced computer skills and civil engineering design experience are highly desirable.

    In addition to the above, the ideal candidate will possess the following core competencies:

    Technical Expertise and Knowledge
    • Understanding of the principles, practices, and mathematics used in engineering design/utilities, such as percentages, fractions, decimals, volumes, ratios, present values, spatial relationships, and statistics
    • Working knowledge of Computer Aided Drafting (CAD)
    • Understanding and use of Geographic Information System (GIS) applications
    • Advanced experience with Microsoft Office suite such as Word, Excel, PowerPoint, and Power Business Intelligence (BI)
    • Working knowledge of plans, estimates, engineering reports, and specifications

    Analytical and Problem-Solving Skills
    • Analyzing data to identify and select alternatives as part of an engineering team
    • Exercising judgment and creativity in situations involving the evaluation of information against measurable criteria
    • Solving simple mathematical problems and performing precise computer-related computations
    • Estimating project costs and determining the scope of work of various maintenance and rehabilitation projects

    Communication Skills
    • Communicate orally and in writing with project managers, engineers, architects, contractors, developers, consultants, and the public
    • Provide stakeholders with updates regarding project status and progress
    • Communicate technical and complex information in a clear, easy-to-understand manner to a wide variety of audiences
    • Draft technical reports and correspondence
    • Establish and maintain collaborative and positive working relationships with others

    NOTE: Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.) .

    LICENSE REQUIREMENTS
    The position requires possession of a valid California Driver License, Class C or higher.

    THE RECRUITMENT PROCESS

Each candidate's rating will be based on responses to a series of questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be place on the eligible list.

    Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
