EMERGENCY MEDICAL SERVICES (EMS) El Dorado County is dedicated to providing high-quality pre-hospital emergency care to residents and visitors. Through rigorous oversight, strategic planning, and continuous monitoring, the Emergency Medical Services Division (EMS) of the Chief Administrative Office strives to create a versatile and accessible emergency medical services system that prioritizes optimal patient-centered care.
Ambulance Billing is a crucial function of EMS, managing the financial aspects of ambulance services provided in the county. EMS handles current accounts, oversees the billing process, and ensures that fees for ambulance services are collected efficiently. Rates for ambulance services are set by the El Dorado County Board of Supervisors and are reviewed periodically to reflect current standards. Medicare reimbursements are handled according to eligibility criteria, and additional support is available for patients dealing with Medicare issues. EMS also coordinates collections for overdue accounts and facilitates records requests related to ambulance services, ensuring a comprehensive and transparent billing process for all users of emergency medical services.
THE OPPORTUNITY Under general supervision, performs paraprofessional, technical, and/or specialized medical billing work requiring advanced knowledge of insurance and program requirements and medical billing processes; audits electronic patient care reports; maintains complex and detailed records; and performs related duties as assigned.
The selected candidate will have the opportunity to: - Perform routine to specialized medical billing support.
- Review of electronic patient care report documentation for billing purposes.
- Interpret medical billing laws and regulations.
- Identify discrepancies and review source documents to identify errors or omissions; review, correct and submit, or resubmit to contracted biller.
- Review payment information for changes in reimbursement rates.

here. THE IDEAL CANDIDATE Emergency Medical Services is looking for a dedicated professional with experience in Ambulance Billing pre-billing processes. This individual has a proven track record of reviewing electronic patient care reports, ensuring accuracy of patient data, and maintaining confidentiality and HIPAA compliance. Strong critical thinking skills and working independently with minimal supervision are essential.
In addition to technical expertise, the ideal candidate demonstrates excellent communication and customer service skills and can effectively interact with internal staff, emergency medical transport providers, billing companies, and other public and private representatives. They are detail-oriented, adept at using specialized ambulance billing software, and committed to continuous improvement, consistently seeking ways to enhance billing processes and maximize revenue. A Certified Ambulance Documentation Specialist (CADS) certificate is highly desirable, as is the ability to quickly adapt to changing legislation and organizational needs.

Education and Experience: Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying however, education may not solely substitute for the required experience.
Equivalent to graduation from high school;
and Two (2) years of experience processing and interpreting medical billing and coding;
OR The possession of a certificate from an accredited Medical and Coding certificate program;
and six (6) months of experience performing customer service, billing, accounting, or other financial clerical work involving direct interaction with the public.
Licenses and Certifications: - Possession of, or ability to obtain and maintain, a valid California or Nevada Driver's License and a satisfactory driving record.
- Possession of, or ability to obtain before the completion of the probationary period, a Certified Ambulance Documentation Specialist (CADS) certificate issued by the National Academy of Ambulance Compliance.

This recruitment will establish a list for the purpose of filling current and future full-time, part-time, and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
