    Program Specialist-Adult

    DMH Dome Bldg. 5400 Arsenal St., St. Louis, MO 63139

    Starting Salary: $56,500

    Scheduled Hours: 0700-1600 (Saturday/Sunday Off) Work Area: Dome

    This position will serve under the direction of the Metro East Region-Chief of Adult Community Operations within the Division of Behavioral Health. The Program Specialist will assist the Chief of Adult Community Operations with oversight of DMH contracted providers and services, trainings, program monitoring, contracts, technical assistance, reporting, and program development. An important role of this position is the development of relationships and collaboration with state agencies and other stakeholders.

    Program Specialist Responsibilities :

    • Conduct follow up and reviews of EMT events and complaints as assigned.

    • Conduct least restrictive environment reviews utilizing standardized tools and report format.

    • Conduct environmental reviews utilizing checklists and produce reports.

    • Conduct Fatality Review Panel death reviews and other death reviews completing required narrative reports.

    • Provide technical assistance (TA) to contracted providers including but not limited to, program development and enhancement, implementation of new initiatives and follow-ups on plans of correction.

    • Handle calls, emails and other contacts from individuals needing assistance.

    • Provide clinical opinion and consultation on individual cases.

    • Attend, participate and contribute to provider meetings, Forensic Review Committee, supervision, and other meetings.

    • Complete Registered Sex Offender Notifications per state statute for individuals residing in supported community living RCFs. Maintain tracking database to do annual sex offender attestation report to central office.

    • Attend trainings, workshops, conferences, etc. and review literature to enhance skills.

    • Provide backup coverage in the absence of the CACO as assigned.

    • Other duties as assigned by the Chief of Adult Community Operations. Backup CACO as assigned, primarily processing EMTs.

    Required skills:

    • This position requires knowledge of general program procedures, core rules, certification standards for mental health programs, substance use disorder treatment programs, CCBHCs, and crisis services including knowledge of licensure regulations.

    • Knowledge of evidence-based practices including ACT, ITCD, MAT, ASAM, Supported Employment and Supported Housing.

    • Knowledge of VBG, Administrative Agent, Affiliate, CSTAR and RSS contracts.

    • Knowledge of prevention and crisis services.

    • Working knowledge of CSTAR, ASAM and SUD services.

    • Comprehensive knowledge of the medical and social models of care and treatment related to mental illness, developmental disabilities, substance use disorders, and treatment services.

    • Comprehensive knowledge of the general provisions of federal and state regulations.

    • Comprehensive knowledge of the network of services and organizations available for persons with mental illness, developmental disabilities, and/or substance use disorders.

    • Ability to assist in the development, coordination, and implementation of specialized treatment programs and services.

    • Ability to conduct comprehensive studies, evaluations, and prepare detailed findings and recommendations.

    • Ability to present ideas clearly and effectively.

    • Ability to consult effectively with program directors, agency staff, advisory and planning councils, community and law enforcement agencies, client advocacy groups, service providers, facility staff, and clients.

    • Applicants must be well organized and able to successfully manage multiple work priorities.

    • Professional oral and written communication skills are essential. Sound judgement and strong critical thinking skills are needed to be successful in this role.

    • The ideal candidate must have the ability to collaborate with others and work as a team player.

    Eligibility:

    A master’s degree in a health-related discipline (i.e., Public Health, Psychology, Community Psychology, Social Work, Sociology, Counseling, Criminal Justice, or closely related field).

    Two or more years of professional experience in the treatment, case management, or preventative services of persons with a mental health, substance use disorder, developmental disability, or related professional experience.

    OR

    A bachelor’s degree in a health-related discipline plus a minimum of 3 years of professional experience in the treatment/case management of individuals with a behavioral health diagnosis, substance use disorder or developmental disability. Experience with abuse/neglect investigations, SUD services and MCB certification a plus.

    Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant.

    This position may require travel and overnight stays as necessary.
