    Supervisor Diane Burgis was elected to office in 2016 and re-elected to her second term in 2020. She proudly serves the 222,000 Contra Costa County's 3rd Supervisorial District residents, covering Antioch, Bethel Island, Brentwood, Byron, Discovery Bay, Knightsen, and Oakley in East Contra Costa County.

    What you will typically be responsible for:
    • Under direction from the Chief of Staff, plans, organizes and directs the work of the office and is responsible for the establishment and enforcement of office policies and procedures, assignment and prioritization of work, maintenance of office supplies and budget oversight.
    • Supervises and/or provides lead direction to office staff and ensures that work performed meets standards in terms of quality and productivity.
    • Performs a variety of administrative duties involving project assignments and research, analysis and monitoring of issues including concerns raised by constituents.
    • Attends meetings, makes presentations and interacts with a variety of groups, organizations and associations.
    • Provides conflict or problem resolution in the most sensitive constituent situations.
    • Keeps the Chief of Staff informed of the activities of the office.
    • Attends events and meetings on behalf of the County Supervisor that may require periodic night and weekend attendance.
    • Review meeting agendas for assigned City Council and other special districts before the meetings and attend their meetings on a semi-regular basis and as needed and comment on items as authorized.
    • Establish and maintain communication with locally elected officials and/or their staff to ensure smooth functioning between offices.
    • Review local publications and web-based communications to assist in identifying issues and events and distribute to the Chief of Staff and Supervisor as warranted.
    • Prepare draft talking points in conjunction with the Communications Director for approval for the Supervisor or staff to deliver at community meetings.
    • Organize and plan events as directed to include but not limited to annual events, community town halls, etc.

    Minimum Qualifications

    Education: Possession of a Bachelor’s degree from an accredited college or university in public relations, business, communications, management, political science, economics, psychology, sociology, social science or closely related field.

    Experience: Four (4) years of experience within a public or governmental municipality which involved sensitive public issues and exposure to policy and budget review and interpretation, preferably serving a member of a Board of Supervisors.

    License: Possession of a valid driver's license may be required depending upon assignment to perform the essential job functions of the position.

    Substitution for Education: Additional years of qualifying experience may be substituted on a year-to-year basis for the required education.

    Desirable Qualifications:
    • History of working with community stakeholders.
    • Experience interfacing with government entities.
    • Ability to read, interpret, analyze, and articulate policies, laws, and regulations.
    • Able to demonstrate good discernment and judgment.
    • Demonstrated communications experience including creation of newsletters, social media posts, and press releases.
    • Ability to maintain good working relationships with east county constituents, organizations, and government entities.
    • Proficient at goal setting and follow-through.


    Selection Process

    This classification is EXEMPT from the merit system and is not subject to the guidelines set forth in the Personnel Management Regulations.

    CONVICTION HISTORY

    DISASTER SERVICE WORKER

    All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
