    The Position

    Administrative Services Officers function as business managers for a large division or major program area or facility, with responsibility for accounting, budgeting and business management of various services and operations.

    Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives. The ASD provides centralized fiscal, payroll, and administrative services for 100 budget accounts and supports 700 Full Time Equivalent (FTE) employees across 32 client agencies including the Capital Improvement Plan (CIP). This position will act in a ?deputy? role within the Administrative Services Division directly supervising two (2) Administrative Services Officers who are responsible for individual section operation. This position will also directly supervise the Management Analysis team and oversee the implementation of their support throughout the division as projects and needs arise. Additionally, this position is responsible for the development, calculation, analysis, monitoring, reporting, and recommendation of internal service fund rates. This involves working with complex Excel workbooks that require an advanced knowledge of formulas and functions. Communication and coordination with Governor's Finance Office (GFO) and Legislative Counsel Bureau (LCB) staff throughout the biennium, but particularly during the budget process, is a key component to this role.

    Duties include overall management, oversight, training, direction, and process improvement of all operations of the ASD in coordination and support of the Administrator. Liaising with client agency leadership, statewide agencies and leadership, the GFO, and the LCB; preparing and presenting at the Legislature, the Interim Finance Committee, and the Board of Examiners. Sections within the ASD include CIP, budget analysis and monitoring, procurement, accounting (payables, receivables, statewide billings), payroll, and management analysis. Functions and tasks performed by the incumbent vary daily and the incumbent will be expected to exercise high level decision making on a regular basis with significant consequence of error statewide, ASD, and client agencies. ***THIS RECRUITMENT MAY CLOSE WITHOUT FURTHER NOTICE DEPENDING ON THE NUMBER OF APPLICATIONS RECEIVED.     To Qualify:

    In order to be qualified, you must meet the following requirements:
    Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in business administration, accounting, finance or a related field and seven years of professional experience in formulating, developing and analyzing agency budgets; fiscal management; and management of multiple business operations, two years of which were equivalent to an Administrative Services Officer III in Nevada State service; OR an equivalent combination of education and experience as described above. In contrast, the State's lowest point (along the Colorado River) is only 470 feet above sea level. From majestic mountains to desert valleys, nature has endowed Nevada with diverse and unique ecosystems.
