    HUMAN RESOURCES ANALYST

    Salary may be negotiable within the range listed above, based on position requirements and the successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is open to the public.

    The eligible list established through this recruitment will be used to fill current vacancies within our Central Records Team and our Social Services Agency Satellite Recruitment Team and may be used to fill future vacancies in other departments within the County of Orange. This recruitment may also be used to fill positions in similar and/or lower classifications related to the position.

    THE OPPORTUNITY The County of Orange is seeking experienced Human Resources Professional to fill Human Resources Analyst positions across multiple units, includign our Central Records Team and Social Services Agency Satellite Recruitment Team. These roles may be elible for a hybrid work schedule, depending on the unit's operational needs. The Human Resources Analyst is a journey-level classification that performance advanced, complex, and technical Human Resources work in a specialized functional area. These roles requirement independent judgment, critical thinking, political sensitivity, excellent writing skills, and a proactive, customer-service oriented mindset.

    Examples of Duties:
    • Disability and Absence Management: Applying state and federal laws to disability cases. Overseeing the administration of disability leaves, reviewing stay at work and return to work efforts, and conducting interactive process meetings.
    • Employee Relations: Conducting investigations into alleged employee misconduct, and/or poor work performance, preparing discipline documents, developing, and interpreting policy, and serving as an advisor to agencies/departments on performance management issues.
    • Employee Records and Transaction: Interpreting employee contracts and state/federal leave laws, and serving as an advisor to agencies/departments on employee records management issues. Handling employee records and transactions that impact employee salary and benefits from hire to retirement/separation.
    • Equal Employment Opportunity (EEO): Investigating EEO-related complaints; providing guidance and consultation on EEO-related issues to agencies/departments; and acting as a liaison for the County in responding to complaints from state/federal compliance agencies.
    • Classification and Compensation: Analyzing jobs to establish position classification structures, and conducting desk audits, classifications, and salary market surveys.
    • Recruitment, Assessment, and Talent Acquisition: Consulting with hiring managers on methods and strategies to attract qualified candidates. Conducting job analyses, developing, and determining appropriate assessments, establishing pass points, and facilitating selection processes.


    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES The ideal candidate will have at least three (3) years of journey-level HR experience in any of the areas listed above. In addition, the ideal candidate will also possess proven and extensive experience in the following core competencies:

    Leadership and Influence
    • Builds partnerships with internal customers and delivers expert consultation to department leadership.
    Communication
    • Writes clearly, concisely, and persuasively; tailors messages to diverse audiences; handles sensitive topics with professionalism.
    Analytical Thinking
    • Solves Complex problems using data; identifies trends, risks, and recommendations; improves efficiency through systems-thinking.
    Technical Proficiency
    • Understands County rules, employment laws, labor contracts, and HRIS systems; applies modern HR best practices.
    Customer Service
    • Delivers responsive, solution-focused support; adapts approach based on client needs.
    A Bachelor's degree or higher in Human Resources, Public Administration, Business Administration, or a related field is highly desirable but not required.
    Professional certifications such as Professional in Human Resources (PHR), SHRM-CP, or IPMA-HR Certified Professional are highly desirable but not required.

    SELECTION PROCEDURE Human Resource Services screens all application materials for minimum and desirable qualifications. After screening, candidates who meet the minimum and desirable qualifications will be referred to the next step in the recruitment process. All candidates will be notified via email of their status in the process. Completion of a background investigation to the satisfaction of the County may be required for some assignments.

    Application Screening | (Refer/Non-Refer): Applications, Supplemental Questions, and attachments will be screened for qualifications that are highly desirable and most needed to successfully perform the duties of this job. Only those candidates that meet the qualifications as listed in the job bulletin will be referred to the next step.

    Training and Experience Evaluation | (Weighted 100%): As part of the selection process, candidates must submit a thorough application, supplemental questions and cover letter describing their human resources background and specific experience as it relates to this opportunity. The cover letter, in conjunction with the candidate's application, will be evaluated for:
    • Content, relevance, and alignment with desirable qualifications
    • Writing skills, including grammar, structure and clarity
    • Depth of knowledge in core functional HR areas (backed up by details listed on the application)

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies in this classification and/or lower classifications related to the position duties and responsibilities.

    Based on the County's needs, the selection procedures above may be modified. All candidates will be notified of any changes in the selection procedures.
