POSITION PURPOSE / IMPORTANT APPLICATION INFORMATIONTwo Engagement Coordinator positions are available. One position is a regular, benefited position, and one is temporary (term-limited) and filled up to three-years from date of hire. The temporary position will focus on capital improvement projects in progress.
The Engagement Coordinator is a dynamic and strategic member of the Communications Division. This position strengthens the connection between the City, its residents, and its elected leaders. This position plays a key role in supporting City Council engagement and advancing community involvement in infrastructure and construction projects.
Under the direction of the Organizational Communications Supervisor, this role supports transparent communication, inclusive public engagement, and culturally responsive outreach aligned with City values. It plans and manages public events for City Council, administers the Access Westminster customer service portal, and designs engagement strategies for capital projects following IAP2 best practices. The role also collaborates with internal teams on strategic communications, manages Council inquiries and public feedback, and coordinates Council outreach and community appearances. The ideal candidate is a self-starter, critical thinker, and skilled communicator with experience working in both civic and infrastructure engagement settings.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. JOB SPECIFIC FUNCTIONS Essential Job Functions, Duties, Responsibilities, and Tasks 1. City Council Engagement and Community Events
- Plan, coordinate, and execute public-facing events for City Council such as town halls, listening sessions, community forums, and other civic gatherings
- Support City Council communication efforts by working with subject matter experts to develop timely, thoughtful responses to community inquiries and public comments
- AdministerAccess Westminster, the City’s customer service portal, ensuring accurate routing, follow-up, issue resolution, and escalating issues appropriately
- Build strong working relationships with elected officials, internal departments, and community groups to support responsive, transparent governance
- Track public input and sentiment and prepare summaries and reports to inform Council decision-making
- Draft communications and engagement materials for a variety of public platforms, ensuring clarity and transparency
- Provide communications and event logistics support, including presentations, staffing public events, and coordinating internal resources
2. Infrastructure and Public Participation
- Design and implement public participation strategies for capital projects in alignment with IAP2 Core Values and best practices
- Collaborate with project managers, engineers, planners, and communications staff to provide strategic engagement on transportation, utility, and construction projects
- Translate complex technical information into accessible materials for residents through digital, print, and in-person channels
- Lead in-person and digital engagement for major infrastructure efforts, including construction notices, neighborhood meetings, pop-ups, mailers, digital content, and targeted communications
- Monitor construction impacts and community concerns, adjusting engagement strategies accordingly to maintain transparency and trust

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS Education, Experience, Skills, Formal Training, Licenses, and Certifications - Bachelor’s degree in public administration, communications, urban planning, political science, or experience in a related field
- Three (3) years of progressively responsible experience working with elected officials and executive leaders in community engagement, public participation, or public affairs efforts in a government setting
- Experience managing construction or infrastructure-related outreach
- Proficiency in Microsoft Office, SharePoint, Canva, Adobe Creative Suite
- Possession of a valid driver’s license and maintenance of a safe driving record
Preferred :- Bilingual skills, especially Spanish, are highly desirable
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements Work is sedentary in nature and requires sufficient physical stamina and strength for:
- Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
- Delivering door-to-door communication in neighborhoods for up to four miles in a day
- Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
- Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
- Frequent lifting, carrying, and pushing and/or pulling of up to ten (10) pounds to move material and supplies; occasional lifting and pushing and/or pulling of up to 25 pounds with dollies and carts
WORKING CONDITIONSWork is primarily performed indoors with some outdoor events and festivals. This job requires in office work, field work, and event work. Work will involve getting out into the community and onto construction job sites. Work will also involve some after hour events throughout the calendar year such as Town Halls and Open Houses. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.
Required Materials and Equipment Operates general office equipment including telephones, laptops, printers, cameras/video recorders, and associated graphics/video software systems.

The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.
401(a) Contribution Rates:Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
