    The Job

    SALARY INCREASES

    3% Effective February 2026

    statewide Realignment Sales Tax Collections performance.)

    San Bernardino County is recruiting for EmergencyManagement Analyst to work within the Office of Emergency Services (OES) This position offer the opportunity to take on a dynamic and challenging role providing professional analytical support for a variety of areas essential to the department's operations such as: c ontract/grants administration; budget/fiscal management; special project coordination; f acilities planning; organizational/staffing analysis; and development/recommendation of policies and procedures.     Primary duties may include:
    • Plans, coordinates, coordinate, research and analyze policies, procedures and practices; departmental programs and systems; organizational structures; fiscal revenue and costs; warehouse supplies, equipment and inventory and special studies and projects.
    • Design and develop a comprehensive inventory management system tailored to organizational needs
    • Develops new administrative and organization policies and procedures; implements and coordinates new policies and procedures or revisions to existing policies and procedures.
    • Interprets legislation and ensures cost/effective compliance; prepares and submits grant application proposals; monitors grants awards and ensures compliance; prepares and reviews grant reports.
    • Negotiates, develops, and monitors contracts; interprets contract terms and monitors adherence; assures delivery of services and compliance with contract terms and recommends solutions to contractual problems.
    • Responsible for warehouse logistics inventory, equipment, supplies, and receivables; coordinates full order cycle, distribution of goods; plans routes and processes shipments.
    • Analyzes and makes recommendations in the development of various budgets and fiscal procedures; provides justifications and presents budgets; controls and monitors purchases and expenditures; reviews financial statements, fiscal procedures to improve department operations based on cost. Oversees Mutual Aid agreements and incident reimbursement tracking systems.
    • Conducts various studies for the department relating to staffing, workload requirements, workflow process, data processing systems and programs; resources utilization and fiscal control procedures.
    • Participates in meetings and serves as a liaison with county department and divisions, community stakeholders, other local jurisdictions, and members of the public.
    • Provides data and prepares written reports and correspondence on a variety of administrative, fiscal and budget items, including Board of Supervisors agenda items.


    ABOUT THE DEPARTMENT

    OES is responsible for countywide/interagency emergency planning, mitigation, response and recovery activities. This position will be responsible for overseeing a variety of administrative functions including contracts/grants/budget/fiscal administration, facilities management, procurement, and development/implementation of policies and procedures.

    CONDITIONS OF EMPLOYMENT

    Work Hours: In order to meet the business service needs of the public that we serve during emergency activation , these positions may be required to work extended hours including nights, weekends, holidays and may work substantial overtime as needed and during emergency activation.

    Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

    Background : Prior to appointment, candidates selected for this position must successfully pass a background check, including fingerprinting, verification of employment history and education, and medical examination, including drug screening.

    Minimum Requirements

    This position requires both education and experience; to advance in the process applicants must meet the Education requirement AND one of the options for Experience below:

    REQUIRED EDUCATION

    A Bachelor's Degree from an accredited college or university in public or business administration, statistics, finance or accounting, or other relevant field of study.

    AND

    REQUIRED EXPERIENCE Option 1
    One year of performing complex analytical duties which are non-routine in nature in an emergency services environment. ( Qualifying experience is typically equivalent to the San Bernardino County Staff Analyst II or Higher)
    Option 2
    Two years of full time professional level experience performing complex analytical duties as a primary job function, in a combination of areas that include: budget/fiscal management, financial analysis and/or accounting; contracts, procurement, or grant management; special projects coordination; and/or organizational/staffing analysis or personnel management and/or warehouse logistics and inventory. Qualifying experience must include six months of a lead or supervisory experience . ( Qualifying experience is typically equivalent to the San Bernardino County Staff Analyst II or Higher)

    Important Notes Regarding Qualifying Education and Experience: Qualifying degrees must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. General office/clerical, retail sales, eligibility worker, employment services, child support services and other similar experience is not considered qualifying.

    Desired Qualifications

    Ideal candidates will be self-motivated individuals and collaborative team players with the ability to perform complex, sensitive, and detailed administrative and analytical work involving the use of independent judgment and personal initiative to make decisions, develop solutions, and meet deadlines. OES seeks a candidate with emergency services management and/or procurement experience.

    Essential knowledge, skills and abilities include:
    • Knowledge and understanding of principles and practices of public administration as applied to fiscal procedures and budget preparation and administration
    • Ability to conduct in-depth research, analyze and interpret a wide variety of complex data and information, identify options, and make viable recommendations
    • Ability to communicate clearly, concisely and effectively, both orally and in writing
    • Excellent writing skills with the ability to prepare clear and accurate administrative reports
    • Familiarity with or ability to learn and understand principles and practices relevant to contracts, grants and bid/proposal management, project management, facilities and capital improvement planning, data science/statistical analysis, and/or organizational/staffing analysis or personnel management
    • Proficient with enterprise financial management systems such as SAP
